CIDCO invites bids for phase-I of Navi Mumbai logistics park

The City and Industrial Development Corporation (CIDCO), which is the town planning and infrastructure development authority of the Maharashtra government, has announced the invitation for bids for the initial phase of its proposed Integrated Logistics Park (ILP) that spans 925 acres at Pushpak Node in Navi Mumbai. This initiative represents one of the most significant planned logistics infrastructure developments within the Mumbai Metropolitan Region (MMR).

CIDCO has issued an expression of interest (EOI) to lease approximately 174 acres of land, which consists of 12 plots in the first phase of the project. This undertaking is part of a broader logistics park that is being developed near Chirle village. The objective of the project is to facilitate large-scale warehousing, cargo handling, distribution, and logistics operations in the area, in response to the increasing demand from e-commerce, manufacturing, and port-led trade activities.

The proposed logistics park is strategically situated in proximity to essential infrastructure projects, including the Jawaharlal Nehru Port, the forthcoming Navi Mumbai International Airport, the Mumbai Trans Harbour Link (MTHL), and major highway corridors, thereby establishing it as a multimodal logistics hub. Vijay Singhal, VC & MD of CIDCO, stated, “With JNPT, Navi Mumbai airport, MTHL, and key highway corridors converging around it, CIDCO’s proposed logistics park illustrates how Navi Mumbai is rapidly transforming from a satellite city into one of India’s most pivotal logistics and warehousing centers.

The level of interest from both global and domestic players further emphasizes the growing investor appetite for industrial and logistics assets as infrastructure-led growth redefines the real estate landscape of the Mumbai Metropolitan Region.” CIDCO has suggested leasing the plots in accordance with its applicable Pass-Through Policy framework through a one-stage, two-cover e-tender process, which will be followed by an e-auction. The lease duration for the plots is set at 60 years, which includes the construction period. The base rate has been established at Rs 24,711 per square meter, which equates to nearly Rs 10 crore per acre.

A pre-bid meeting held as part of the Expression of Interest (EOI) process saw participation from numerous prominent logistics and industrial infrastructure entities, including Horizon Industrial Parks, owned by Blackstone, along with Welspun, ESR, DP World, Greenbase Logistics, which is supported by the Hiranandani Group, Cushman & Wakefield, Alexis Logistics, Metro Logistics, and TVS Logistics.

The involvement of significant domestic and international logistics operators underscores the increasing investor interest in modern warehousing and integrated logistics infrastructure within the Mumbai-Navi Mumbai-Raigad corridor, according to industry experts. The bidder who submits the highest valid bid price during the auction process will be chosen, contingent upon meeting the specified technical and financial eligibility criteria. The chosen developer will be tasked with the design, financing, construction, operation, and maintenance of the designated logistics facilities.

Permissible activities under the project encompass warehousing, storage, cargo aggregation, packaging, sorting, intermodal transfer, customs-bonded warehousing, and container-linked logistics infrastructure. CIDCO has already finalized the Technical & Economic Feasibility Study (TEFS) for the project and has developed a conceptual master plan for the proposed logistics park.

Industry leaders indicated that this project arrives at a moment when both institutional and private investors are increasingly focusing on logistics and industrial assets, driven by rising consumption demand, supply-chain diversification, and infrastructure growth throughout India. The ILP project is anticipated to bolster Navi Mumbai’s position as a vital logistics hub by capitalizing on forthcoming transport infrastructure and enhancing supply-chain efficiencies for businesses operating in western India.

Additionally, the development is expected to create job opportunities and draw substantial private investment into logistics and industrial infrastructure in the area, aligning with the government’s broader vision of lowering logistics costs and fostering an integrated, efficient logistics framework.
