Notice to HSVP over illegal C&D waste dumping

The Haryana State Pollution Control Board (HSPCB) has formally issued a show-cause notice to the Haryana Shehri Vikas Pradhikaran (HSVP) regarding the alleged illegal dumping and storage of construction and demolition (C&D) waste on HSVP property located in Sector 5.

The notice, which was issued by the HSPCB’s regional office in Panchkula, indicates that a field inspection revealed significant amounts of C&D waste improperly disposed of, in violation of the Environment (Construction and Demolition Waste Management) Rules, 2025.

The board has stated that this dumping is contributing to air pollution, land degradation, public nuisance, and health risks, highlighting a failure on the part of the authority to fulfill its statutory obligations. Issued under Section 5 of the Environment (Protection) Act, 1986, the notice instructs HSVP to immediately cease any further dumping and to ensure the scientific removal of the waste in accordance with established norms.

HSPCB has cautioned that failure to comply may result in environmental compensation and additional legal measures under the Act and the C&D Waste Management Rules, 2025. Furthermore, the board referenced Rule 16 of the C&D Rules, which assigns responsibility to urban local bodies and development authorities for monitoring compliance, preventing violations, and ensuring effective waste management.

HSVP is required to provide a response within seven days addressing the issue of the dumping. Should they fail to do so, the board has indicated that it will assume the authority has no defense and will proceed with necessary actions. “C&D waste is also found in various other areas of the city. The board should take this into consideration and ensure that its notice results in actual waste removal. Previously, a notice was sent to the MC regarding open burning, yet it persists,” remarked Mohit Gupta, founder of Solution Box.
