The Uttar Pradesh Expressways Industrial Development Authority (UPEIDA) has launched an industrial plot allotment scheme across eight Integrated Manufacturing and Logistics Clusters (IMLCs) in the state, offering land to manufacturing units, logistics operators and allied industries. The land premiums range from Rs 3,800 to Rs 11,470 per square metre, with applications being accepted online through the state government’s Nivesh Mitra portal.
The initiative aims to attract industrial investment by connecting manufacturing and logistics facilities with Uttar Pradesh’s expanding expressway network. The scheme is expected to support industrial development, improve access to markets and create opportunities for businesses seeking land for their operations.
Eight Locations Identified for Industrial Plot Allotment
The industrial plots are being offered across clusters located in Meerut, Hardoi, Sambhal, Etawah, Firozabad, Shahjahanpur, Auraiya and Hamirpur. These locations form part of UPEIDA’s broader plan to establish 27 Integrated Manufacturing and Logistics Clusters across 26 districts of Uttar Pradesh.
The initiative seeks to link industrial land availability with the state’s transport infrastructure, enabling businesses to move raw materials and finished goods more efficiently. Improved connectivity is also intended to strengthen links between manufacturing centres, suppliers, distribution networks and consumer markets.
According to UPEIDA, the clusters are designed to support industrial activities by providing access to planned infrastructure and suitable land for businesses across different sectors.
Land Premiums Vary Across the Eight Clusters
The land premiums announced under the scheme differ by location. Meerut has the highest rate at Rs 11,470 per square metre, while Hardoi has the lowest at Rs 3,800 per square metre.
The location-wise land premiums are as follows:
- Meerut: Rs 11,470 per square metre
- Auraiya: Rs 7,920 per square metre
- Sambhal: Rs 5,000 per square metre
- Etawah: Rs 4,550 per square metre
- Firozabad: Rs 4,400 per square metre
- Shahjahanpur: Rs 4,400 per square metre
- Hamirpur: Rs 3,900 per square metre
- Hardoi: Rs 3,800 per square metre
The differences in land premiums provide businesses with options across locations with varying entry costs. However, investors will need to consider plot availability, infrastructure readiness, transport access and their operational requirements before selecting a cluster.
UPEIDA’s additional chief executive officer, Shailendra Kumar Bhatia, said the IMLC initiative aims to translate Uttar Pradesh’s connectivity advantage into long-term opportunities for investment, enterprise and employment.
Infrastructure and Application Process
The planned infrastructure within the clusters includes internal roads, electricity supply, water facilities, drainage systems, street lighting and green spaces. These facilities are intended to support industrial operations and improve the functioning of manufacturing and logistics establishments.
However, the availability and development status of infrastructure may vary across locations. Prospective applicants have therefore been advised to verify the details of individual clusters before submitting applications.
Interested businesses can access information on plot-wise inventory, available plot sizes, land premiums and scheme guidelines through the official website. Applications must be submitted online through the Nivesh Mitra portal.
According to the scheme’s publicity material, applicants must pay a processing fee of Rs 59,000. The annual lease rent is set at 2.5%, in addition to applicable Goods and Services Tax (GST). Investors should review the applicable terms and conditions before proceeding with an application.
Investment Incentives and Industrial Development
Eligible investors may also explore benefits available under applicable Uttar Pradesh industrial investment and promotion policies. These may include capital subsidies and stamp duty concessions, subject to the relevant eligibility requirements, approvals and policy provisions.
The industrial plot scheme forms part of the state’s wider efforts to expand its manufacturing and logistics base through planned industrial clusters and improved transport connectivity. By making industrial land available at multiple locations, UPEIDA aims to encourage businesses to establish or expand their operations across the state.
The response to the scheme will depend on plot availability, infrastructure development and the suitability of each location for prospective industries. For investors, evaluating land costs alongside connectivity, utilities and applicable incentives will be important when assessing the opportunities offered by the eight clusters.
