The Ministry of Road Transport and Highways is set to organise Chintan Shivir 2026 on October 5 and 6 at Ekta Nagar in Gujarat’s Narmada district, bringing together senior representatives from the Centre, state governments, implementing agencies and other stakeholders to discuss key issues related to highway infrastructure development.
The two-day conclave will focus on challenges affecting project implementation and delivery across the highway sector. Discussions are expected to examine ways to improve project execution, construction quality, road safety and operational efficiency, while also considering policy measures and innovative approaches that can support future highway development.
Union Minister for Road Transport and Highways Nitin Gadkari will address the inaugural session, along with Ministers of State for Road Transport and Highways Ajay Tamta and Harsh Malhotra. Road Transport and Public Works Ministers from various states are also expected to participate in the event, alongside senior officials from state public works departments and agencies responsible for implementing highway projects.
The participation of representatives from both the Centre and states is expected to provide a platform for discussions on issues that affect highway projects at different stages, from implementation and construction to quality and safety. Coordination between central and state agencies is particularly relevant for projects that involve multiple authorities and require timely decisions at different levels.
A key focus of the Chintan Shivir will be identifying implementation challenges and discussing measures that can improve project delivery. Highway projects can face a range of issues during execution, including coordination between agencies, site-specific constraints, construction requirements and the need to maintain quality standards. Discussions at the conclave are expected to look at approaches that can address such challenges more effectively.
Quality and safety are also expected to remain important areas of discussion. As India’s highway network continues to expand, ensuring that infrastructure is constructed and maintained to appropriate standards is important for long-term performance and road-user safety. The deliberations are expected to consider measures that can strengthen these aspects while improving efficiency in project implementation.
The event will also provide an opportunity to discuss innovative approaches in the highway sector. New methods, technologies and policy interventions can influence the way infrastructure projects are planned, executed and managed. Bringing different stakeholders together can help identify practices that can be adopted more widely across states and implementing agencies.
The Ministry has envisaged the Chintan Shivir as a platform for focused and outcome-oriented discussions. Rather than limiting the meeting to a review of existing challenges, the deliberations are expected to identify practical measures and actionable outcomes for improving highway infrastructure delivery.
Highways remain an important part of India’s transport infrastructure, connecting cities, industrial areas, economic centres and other regions while supporting the movement of passengers and goods. The scale of ongoing infrastructure development also places greater emphasis on maintaining construction quality, improving safety and ensuring efficient project execution.
The involvement of state-level ministers and public works officials is expected to strengthen dialogue between the Union government and state authorities. It can also provide an avenue for sharing experiences from different regions and discussing approaches that may be applicable across varying geographical and operational conditions.
The October 5-6 Chintan Shivir in Ekta Nagar will therefore bring together key stakeholders from across the highway sector to deliberate on improving project delivery and infrastructure outcomes. With discussions centred on quality, safety, efficiency, innovation and coordination, the conclave is expected to shape actionable priorities for the continued development of India’s highway infrastructure.
