The Noida Authority has approved a revised master layout plan for the Sports City project in Sector 150, paving the way for further development of the long-delayed initiative. Four residential projects have also received conditional occupancy certificates after clearing their outstanding dues, offering some progress to thousands of homebuyers awaiting the completion of their investments.
The development comes amid continued judicial scrutiny by the Supreme Court over the project’s compliance with stipulated requirements, the development of sports facilities and the protection of homebuyers’ interests.
According to an official, the revised master layout plan was approved following the Noida Authority’s board meetings held on January 3 and April 6, 2026. The formal approval letter was issued on May 6, after the developer submitted the proposal on January 2 along with the prescribed fee under the Sports City scheme.
Before granting approval, the Authority issued a public notice on February 11, inviting objections and suggestions from stakeholders. The notice was published in two national newspapers and uploaded to the Authority’s website. The objections received were examined and addressed before the revised plan was cleared.
Sports Facilities to Occupy 70% of Project Area
Under the revised master plan, 70% of the total project area will remain dedicated to sports, recreational and related facilities, institutional uses and open spaces. Residential development will account for 29.5% of the area, while commercial activities will be restricted to 0.5%.
The proposed sports facilities were planned based on observations and suggestions from architectural consultant Skyline Architectural Consultant, Lucknow. The drawings were subsequently vetted by the Sports Authority of India (SAI), which submitted its report on June 10, 2026.
The Noida Authority also approved the building plan for plot SC-02/G in Sector 150 on June 9. Building plans for other plots are currently being processed.
The revised layout is intended to facilitate the development of Sports City while ensuring that the mandatory sports infrastructure receives priority. The project had faced delays and regulatory scrutiny over alleged irregularities in land allotment and the development of the required sports facilities.
Four Projects Receive Conditional Occupancy Certificates
As part of the revival process, four projects have received conditional occupancy certificates after their developers paid 100% of their outstanding dues to the Noida Authority.
The projects are Brick Rise Developers Pvt Ltd (SC-02/H&I), Ace Infracity Developers Pvt Ltd (SC-02/F), Land Kart Builders Pvt Ltd (SC-02/A-1) and Samridhi Infra Square Pvt Ltd (SC-02/D).
The financial arrangement also requires the developer, its subsidiary companies and consortium members to deposit 20% of their outstanding dues within two months of approval of the revised master layout plan. The Authority has retained a first charge and lien over 20% of the units as security against the remaining dues.
The measures form part of the resolution plan intended to facilitate construction and address the financial obligations associated with the project.
Supreme Court Continues to Monitor Compliance
The Noida Sports City project has around 8,000 homebuyers awaiting progress on their investments. The Authority recently submitted an affidavit to the Supreme Court detailing the compliance measures undertaken in connection with the project’s revival.
The ongoing judicial scrutiny focuses on compliance with the prescribed development conditions and the protection of homebuyers who have invested in the project.
The project has faced prolonged delays amid concerns regarding land allotment and the implementation of mandatory sports infrastructure. Its revival has therefore remained an important issue for both the Authority and affected homebuyers.
Separately, the Uttar Pradesh Public Accounts Committee (PAC), after examining records and documents submitted by the Authority in connection with the Comptroller and Auditor General’s report, disposed of all CAG observations relating to Sports City at its meeting on August 29, 2024.
The committee also directed the Authority to remove the development ban imposed by its board in January 2021 and ensure that the project moved forward.
The revised master plan approval and conditional occupancy certificates mark further administrative progress for Sports City. However, the pace of construction, fulfilment of outstanding obligations and implementation of the stipulated sports facilities will remain important factors in determining how quickly the project advances and homebuyers see progress.
