NHAI Invites Bids for DPR of Remaining UER-I Road Stretches

by Constro Facilitator

The National Highways Authority of India (NHAI) has invited bids from technical consultancy firms to prepare a Detailed Project Report (DPR) for the remaining stretches of Urban Extension Road-I (UER-I) and a proposed link connecting the 75-metre road with the Upper Dwarka Expressway in Gurugram. The proposed assignment covers an indicative length of approximately 50 km and is aimed at advancing the planning and development of the remaining road infrastructure in the Delhi-NCR region.

According to NHAI’s Request for Proposals (RFP), the selected consultant will undertake feasibility studies, engineering investigations, road design preparation, cost estimation and development of project documents required for the construction of the identified stretches. NHAI will serve as the employer and executing agency for the consultancy assignment.

The scope of work includes assessing existing road infrastructure and identifying requirements for rehabilitation, upgrading and improvement. It will also cover the construction of new road stretches wherever necessary to establish the proposed connectivity.

The consultant will examine different implementation options for the civil construction works and recommend the most suitable approach based on the feasibility assessment. The DPR will provide the technical and financial details required for subsequent project execution.

Railway Crossings and Road Alignment to Be Assessed

The consultancy assignment also includes planning for railway crossings falling within the proposed road stretches. Where railway level crossings are involved, the selected firm will be required to coordinate with consultants appointed for Railway Overbridges (ROBs) and Railway Underbridges (RUBs).

This coordination will help finalise the road alignment and the configuration of associated structures. The consultant will also prepare DPRs for railway crossings if these are not already covered under separate consultancy assignments.

The assessment of railway crossings is an important component of the project planning process, as the proposed road infrastructure will need to account for railway movement, road traffic requirements and structural arrangements. The final recommendations will form part of the detailed project documentation submitted to NHAI.

The selected consultancy firm will be responsible for completing the assignment within seven months from the commencement date. The work will have to meet the technical specifications, quality requirements and timelines prescribed by the authority.

NHAI Tender Schedule for UER-I DPR Assignment

NHAI published the tender on October 30, 2026, inviting eligible technical consultancy firms to submit their proposals. The last date for submission of bids is November 19, 2026, while the technical bids are scheduled to be opened on November 20.

A pre-proposal conference has been scheduled for November 12 at NHAI headquarters in New Delhi. The meeting will provide prospective bidders with an opportunity to seek clarification regarding the scope of work and tender requirements.

The proposed DPR covers the remaining stretches of UER-I along with the planned connectivity towards the 75-metre road and Upper Dwarka Expressway in Gurugram. The assignment is expected to establish the technical and financial framework for taking the identified road sections towards construction.

The development is part of the broader road infrastructure planning for Delhi-NCR, where improved connectivity between Delhi, Dwarka and Gurugram is important for regional mobility. Once the DPR is completed and subsequent construction plans are approved, the proposed road links could contribute to improving connectivity across the expanding urban areas of the region.
