Haryana Chief Minister Nayab Singh Saini has reviewed draft development plans for Narayangarh-2031, Kurukshetra-2041, Narnaul-2041, and Panipat-2041, directing officials to align future urban planning with the vision of Viksit Bharat 2047 while strengthening civic infrastructure and planned urban expansion.
The review was conducted during a State-Level Committee meeting at the Haryana Civil Secretariat, where the Department of Town and Country Planning presented the draft master plans for the four cities. The Chief Minister instructed officials to ensure that urban development incorporates adequate provisions for sewage treatment plants, water treatment facilities, power infrastructure, entertainment zones, and other essential public amenities to support future population growth.
For Narnaul, the proposed development plan includes the creation of 20 residential sectors to accommodate the city’s long-term expansion. The plan also focuses on developing industrial areas linked to the proposed Integrated Multi-Modal Logistics Hub, alongside a new bypass and balanced allocation of land for residential, industrial, transportation and green zones.
Reviewing the Kurukshetra-2041 plan, the Chief Minister directed that sufficient land be reserved for the proposed 250-acre Iconic Destination Scheme. He also emphasised the need for a comprehensive strategy to address flooding in the Saraswati River catchment area and instructed planners to maintain adequate separation between industrial and residential zones to support sustainable urban development.
The Narayangarh-2031 development plan has been prepared based on a projected population of 95,000 by 2031. The proposal includes the development of six residential sectors, taking into account growth opportunities generated by the city’s location along National Highway-72 and improving regional connectivity.
The committee also examined the draft development plan for Panipat, where urban expansion has been proposed on both sides of the existing city to accommodate increasing population and future housing demand. The plan builds upon the 2021 Master Plan and seeks to support the city’s continued industrial and residential growth.
To strengthen Panipat’s industrial ecosystem, the Chief Minister directed officials to prepare a proposal for developing industrial zones extending up to one kilometre on both sides of the Panipat-Shamli National Highway. The move is expected to enhance industrial activity while improving logistics and connectivity.
The review reflects the Haryana government’s focus on preparing long-term, integrated urban development strategies that balance residential growth, industrial expansion, environmental protection and public infrastructure. By aligning city master plans with projected population growth and future economic opportunities, the state aims to create well-planned urban centres capable of supporting sustainable development over the next two decades.
