₹2,040 crore relief for homebuyers, resolves over 11,300 cases in 2025-UP-RERA

The Uttar Pradesh Real Estate Regulatory Authority (UP-RERA) has provided relief amounting to ₹2,040 crore to homebuyers through a mix of recovery proceedings, mutual settlements, and conciliation mechanisms, successfully resolving over 11,300 long-standing cases related to properties valued at ₹5,920 crore by the end of 2025.

Numerous complaints were lodged before UP-RERA benches under Section 31 of the RERA Act, mainly concerning delayed possession, refund requests, and interest claims. Following the hearings, recovery certificates (RCs) were issued against defaulting promoters, allowing district administrations to commence recovery actions.

Out of the 6,018 RCs issued, ₹1,505 crore was recovered through legal enforcement and directly deposited into the bank accounts of the allottees. Sanjay Bhoosreddy, the chairman of the authority, stated, “In instances where promoters unjustifiably delayed possession and payments, stringent legal measures were implemented—Recovery Certificates were issued, and the recovered funds were directly credited to the allottees’ bank accounts.

Simultaneously, in cases where settlements were feasible, disputes were amicably resolved through dialogue and mutual agreement.” Furthermore, in 1,734 cases where RCs had been issued, promoters disbursed ₹535 crore to homebuyers after reaching mutual settlements, thereby circumventing coercive recovery measures.

Collectively, these initiatives led to payments totaling ₹2,040 crore to allottees across 7,752 cases. In addition to recovery efforts, the authority increasingly utilized mutual settlement and conciliation mechanisms to accelerate dispute resolution.

During hearings, promoters and allottees in various cases achieved negotiated agreements, which were officially documented on the RERA portal and served as the foundation for case disposal. Through these settlements, disputes involving 3,073 allottees and properties valued at ₹1,872 crore were successfully resolved.

The Conciliation Forum established by UP-RERA has been instrumental in addressing disputes without the necessity for extended litigation. This forum convenes allottees, promoters, their association representatives, and a conciliator appointed by RERA to promote organized discussions.

Through this approach, disputes involving 1,617 allottees and properties worth ₹648 crore have been resolved. Additionally, the voluntary adherence of promoters to RERA orders resulted in the settlement of 6,610 cases concerning properties valued at ₹3,400 crore, eliminating the requirement for execution proceedings.

In these cases, settlement agreements were uploaded to the RERA portal, leading to the closure of the respective cases. In summary, UP-RERA has successfully resolved a total of 11,300 cases through a combination of enforcement actions, conciliation efforts, and negotiated settlements, encompassing properties valued at ₹5,920 crore.
