The Noida Authority has initiated a comprehensive survey to develop a City Logistics Plan (CLP), a strategic framework aimed at improving urban freight movement, reducing logistics costs, and enhancing supply chain efficiency across the city. The initiative has gained significant importance following the commencement of passenger and cargo operations at the Noida International Airport, which is expected to transform the region into a major logistics and industrial hub.
Officials said survey teams have begun collecting data from industrial areas, key roads, logistics facilities, and warehousing zones throughout Noida. The exercise is expected to continue for a week, after which a detailed report will be prepared to support the formulation of the logistics plan.
The City Logistics Plan is being implemented under the Government of India’s National Logistics Policy (NLP), which seeks to reduce logistics expenses, improve freight efficiency, and strengthen the country’s supply chain network. Noida was selected as one of the cities for this initiative due to its growing industrial base and strategic location in the National Capital Region (NCR).
According to Noida Authority officials, the survey will focus on freight traffic patterns, truck movement, logistics infrastructure, warehousing facilities, parking availability, and congestion hotspots. The study will also evaluate measures for reducing vehicle emissions and improving sustainability in freight transportation. Stakeholder consultations with industries, transport operators, and logistics service providers will form an important part of the exercise.
The authority has appointed Ernst & Young (EY) as the consultant for preparing the City Logistics Plan. The consultancy will analyse the survey findings and recommend strategies to create a more efficient, environmentally friendly, and future-ready logistics ecosystem.
Noida is home to more than 10,000 industrial units spread across sectors such as electronics manufacturing, mobile phone production, engineering goods, auto components, textiles, garments, IT hardware, packaging materials, and electrical appliances. The city’s industrial growth has generated increasing demand for efficient transportation and logistics infrastructure.
Industry representatives have welcomed the initiative, stating that a structured logistics framework is essential for supporting business growth and reducing operational inefficiencies. One of the key concerns raised by entrepreneurs is the shortage of dedicated truck parking facilities. As a result, many freight vehicles are forced to park along roadsides, contributing to traffic congestion and operational delays.
Stakeholders have also highlighted challenges arising from truck movement restrictions at the Delhi border during peak hours. These limitations often result in long queues and delays in transporting goods to Delhi and neighbouring states such as Haryana and Rajasthan.
With the upcoming expansion of airport-linked cargo activities, the City Logistics Plan is expected to play a critical role in streamlining freight operations, improving connectivity, reducing congestion, and strengthening Noida’s position as a leading industrial and logistics destination in northern India.
