The Assam Government has announced a major infrastructure-focused Budget 2026, unveiling projects and allocations worth over ₹55,000 crore in partnership with the Government of India. The investment aims to strengthen transport connectivity, reduce travel time, improve urban mobility, and support economic development across Assam and the Northeast.
A key highlight of the budget is the proposal to develop a Metro Rail system along the Guwahati Ring Road. The government will undertake a feasibility study to assess the possibility of constructing the metro either above or alongside the proposed ring road. The project is expected to improve public transport, ease urban congestion, and facilitate the development of satellite townships around Guwahati.
The budget also allocates ₹4,954 crore for the 121-km Guwahati Ring Road project. The project includes a 55-km greenfield northern bypass, a 3-km six-lane bridge across the Brahmaputra River, and the widening of National Highway-27 to six lanes. Once completed, the ring road will divert through traffic away from the city, reducing congestion and improving travel efficiency.
In addition, the state is working with the Central Government on several strategic road infrastructure projects. These include the four-laning of the Baihata Chariali–Mission Chariali road in Tezpur, estimated at ₹13,812 crore, an elevated corridor connecting Guwahati Airport to Jalukbari with an investment of ₹3,423 crore, and a new bridge over the Brahmaputra River linking Morigaon and Darrang districts. These projects are intended to enhance regional connectivity and support economic activity.
The budget further outlines plans for new access-controlled high-speed corridors. The Government of India will prepare alignment studies and project plans for the Barapani–Guwahati and Guwahati–Siliguri corridors, while the Assam Government will prepare Detailed Project Reports (DPRs) for additional high-speed road projects across the state.
Among the largest allocations is ₹22,864 crore for the Greenfield Silchar High-Speed Corridor. The project is expected to reduce travel time between Guwahati and Silchar from approximately 8.5 hours to around 5 hours, significantly improving connectivity to the Barak Valley and strengthening trade and passenger movement.
The state has also announced a ₹2,134-crore Greenfield Airport at Doloo, Silchar, to be developed in partnership with the Airports Authority of India (AAI). The proposal is currently under consideration by the Public Investment Board, with the state government facilitating its implementation.
The infrastructure package reflects Assam’s long-term strategy to expand transport networks, improve logistics, strengthen regional connectivity, and position the state as a key gateway for economic growth in Northeast India.
