The Brihanmumbai Municipal Corporation (BMC) has launched a decentralised waste processing mission to encourage scientific management of municipal waste at its source. Introduced under the Solid Waste Management Rules, 2026, the initiative aims to reduce Mumbai’s dependence on landfills, minimise long-distance transportation of garbage and promote sustainable waste management practices across the city.
As part of the programme, the civic body has announced a property tax rebate of up to 15% for housing societies that scientifically process wet waste within their premises and comply with BMC guidelines. The incentive is intended to encourage residential communities to adopt decentralised waste management while improving segregation and recycling.
The initiative primarily targets Bulk Waste Generators (BWGs), including housing societies, commercial establishments, hospitals and institutions. These entities will be required to process biodegradable waste on-site, while dry waste must be handed over only to authorised recyclers.
To support implementation, BMC has invited Expressions of Interest (EOI) from technically qualified agencies that can assist BWGs in establishing and operating decentralised waste processing facilities. The selected agencies will provide end-to-end services, including site assessment, technology selection, installation, operation and maintenance of waste processing systems, staff training, regulatory compliance and linking recyclable waste with authorised recycling agencies. All proposed technologies will undergo technical evaluation before approval.
According to BMC, Mumbai has identified 3,177 Bulk Waste Generators, of which 2,025 have already been registered with the civic authority. Officials also stated that 513 properties have earmarked space for setting up decentralised waste processing units, indicating growing participation in the initiative.
The municipal corporation believes that processing waste at the point of generation will significantly reduce the burden on the city’s waste collection, transportation and landfill infrastructure. In addition to lowering transportation costs, the initiative is expected to improve waste segregation, increase recycling rates, reduce greenhouse gas emissions and support the development of a circular economy.
The EOI process commenced on August 1. Interested agencies can submit queries until August 7, when a pre-bid meeting will also be conducted. The final date for submission of applications is August 14.
BMC officials said decentralised waste processing represents a long-term approach to sustainable urban waste management. By encouraging housing societies and institutions to treat biodegradable waste within their premises, the city aims to create a more efficient and environmentally responsible waste management system while reducing pressure on existing disposal facilities. The property tax rebate is expected to serve as an additional incentive for wider adoption of on-site waste processing across Mumbai.
