Haryana Cabinet Approves Housing, EV and MSME Reforms

The Haryana Cabinet has approved a series of policy measures aimed at promoting affordable housing, electric mobility, industrial growth, revenue reforms and administrative transparency. The decisions were taken at a meeting chaired by Chief Minister Nayab Singh Saini on July 28, 2026.

A key decision relates to beneficiaries of Pradhan Mantri Awas Yojana-Urban (PMAY-U) 2.0. Economically Weaker Section (EWS) beneficiaries purchasing eligible dwelling units of up to 60 sq m will now pay only ₹500 as stamp duty and ₹500 as registration fee per conveyance deed. At present, buyers are required to pay 5% stamp duty, 2% additional duty and registration charges based on the value slab. The state government said the reduction would lower transaction costs and support the “Housing for All” initiative.

The Cabinet also gave in-principle approval to a formula-based property tax assessment system for urban local bodies, replacing the existing 2013 mechanism. The new framework is intended to bring greater uniformity and transparency in property tax assessment. Exemptions will continue for religious institutions, government schools, hospitals, agricultural properties and certain other categories.

To support industrial growth, the government approved the Haryana Progressive MSME and Export Promotion Policy 2026. The policy includes 60 initiatives and targets ₹55,000 crore in manufacturing investments, creation of over 5 lakh jobs and a significant increase in exports over the next five years. Incentives include capital subsidy, interest subsidy, export assistance, infrastructure support, technology adoption and sustainability-related measures.

In the mobility sector, Haryana approved 100% exemption from motor vehicle tax for new electric two-wheelers, three-wheelers and four-wheelers priced up to ₹30 lakh. EVs costing more than ₹30 lakh will receive a 50% tax exemption. A 1% rebate in motor vehicle tax was also approved for non-transport vehicles up to ₹20 lakh registered in the name of women. The existing 20% rebate for CNG vehicles will continue.

The Cabinet approved rules under the Haryana Abadi Deh Act, 2025 to create legal ownership records for properties in Lal Dora areas and establish a mechanism for resolving ownership disputes. It also reduced the mandatory training period for Patwaris from 18 months to one year and approved regular salary during training.

Additional decisions include approval of the Haryana Local Audit Bill, 2026, compensation norms for unnatural deaths in police custody, reservation for Haryana domicile ex-Agniveers in certain services, creation of senior radiology posts, establishment of the Haryana State Commission for Minorities, and relaxation of compassionate appointment rules for dependents of martyred Armed Forces and CAPF personnel.

The package of decisions combines housing relief, industrial incentives, EV promotion and governance reforms, with implementation now moving to the respective departments and local bodies.
