MHADA invites bids to redevelop seven-acre PMGP Colony

The Maharashtra Housing and Area Development Authority (MHADA) has called for bids to redevelop the PMGP Colony, which spans nearly 7 acres in the Poonam Nagar area of Jogeshwari, a western suburb of Mumbai.

Originally built under the Prime Minister’s Grant Project (PMGP), the colony has been in a state of disrepair for many years. This redevelopment initiative represents a crucial advancement in addressing the persistent housing issues faced by the residents. MHADA will oversee the redevelopment of the layout by engaging an Engineering, Procurement and Construction (EPC) contractor. As part of this project, nearly 1,000 families will be relocated to modern housing units.

The colony, which was constructed between 1990 and 1992 under the Prime Minister’s Grant Project, comprises 17 buildings, each with ground plus four storeys. It contains 942 residential units and 42 non-residential tenements. A structural audit report indicated that these buildings are in a critically dilapidated state, according to MHADA. In this redevelopment effort, residents will receive modern homes with a carpet area of 450 sq ft, replacing their current units of 180 sq ft. MHADA aims to complete this project in approximately three and a half years.

The Mumbai Board is managing the project under the leadership of Sanjeev Jaiswal, the Vice President and Chief Executive Officer of MHADA. In 2010, the housing societies within the Poonam Nagar PMGP Colony engaged a developer to carry out the redevelopment. However, due to the developer’s prolonged inaction, the project faced significant delays, and the buildings continued to deteriorate. Consequently, the housing societies made representations to the government, urging MHADA to assume responsibility for the project’s execution. In response to the residents’ appeals, the government terminated the developer’s appointment in December 2020 and instructed MHADA to proceed with the redevelopment.

In accordance with these directives, the tripartite agreement with the previously designated developer was terminated in June 2022. In November 2023, a revised proposal for cluster redevelopment through the engagement of a private Construction and Development Agency (C&DA) by MHADA was presented to the government.

Nevertheless, the government opted to amend the proposal and execute the project under Regulation 33(5). Following the government’s endorsement, tenders were released by the Mumbai Board of MHADA in July 2024 and September 2024. Unfortunately, these tenders did not attract any responses. Consequently, a proposal to carry out the project directly through MHADA was submitted to the government in April 2025. With the government’s approval obtained on May 28, the tender process for the appointment has commenced, and bids are anticipated to be submitted by July 7.
