The government has requested public input on a proposed bill concerning the registration of documents related to immovable property and other transactions, which aims to establish secure, efficient, and citizen-focused practices nationwide. The Department of Land Resources, under the Ministry of Rural Development, has developed the draft titled ‘The Registration Bill 2025’, which, upon enactment, will supersede the pre-Constitution legislation known as The Registration Act, 1908.
In a statement released here, the Ministry of Rural Development indicated that ‘The Registration Act, 1908’ has been a fundamental element of the document registration framework in India for more than a century, providing a legal foundation for the registration of documents pertaining to immovable property and other transactions.
“Over time, the significance of registered documents has markedly increased in both public and private transactions, frequently serving as the foundation for financial, administrative, and legal decision-making. Consequently, it is crucial that the registration process is robust, dependable, and adaptable to the changing societal and technological landscape,” stated the Ministry.
The Ministry noted that several states and Union territories have already implemented innovations such as online document submission and digital identity verification in accordance with the existing 1908 Act. Furthermore, it emphasized the importance of clearly defining the roles and responsibilities of registering officers, which enables them to maintain the integrity and reliability of the registration process in alignment with applicable laws.
“Building on these advancements, there is now a necessity to establish a harmonized and supportive legislative framework to facilitate secure, efficient, and citizen-centric registration practices nationwide. “The Registration Bill, 2025 has been crafted to achieve this vision,” the Ministry remarked.
They indicated that as part of the pre-legislative consultative process, the draft ‘The Registration Bill, 2025′ has been made available on the Department of Land Resources’ website to solicit public suggestions in a specified format within a 30-day period, concluding on June 25.
