Land pooling pilot at Madambakkam-CMDA

“We are in discussion with landowners whose plots fall in the Madambakkam pilot scheme and are trying to make the scheme successful through stakeholders’ participation and involvement,” Anshul Mishra, member secretary, CMDA said.

The Chennai Metropolitan Development Authority, which is implementing a pilot project for land pooling at Madambakkam, has decided to revise Land Pooling Area Development Scheme (LPADS) rules incorporating best practices from different states, modern concepts and feedback from citizens. They were first issued in 2020 as an alternative to land acquisition.

In land pooling, land owners consensually accept the government proposal for developing public infrastructure through plot reconstitution.

“The portion used for the development of amenities is gifted to the government. Landowners get back a portion of developed land plots with much-appreciated market value. Land pooling provides a win-win situation for both the people and government,” said A Srivathsan, Center head and Principal Researcher, CEPT University.
