The Bihar Real Estate Regulatory Authority (RERA) has introduced a series of reforms to simplify the registration process for real estate projects, making it easier for developers to obtain approvals while maintaining regulatory oversight. The updated framework is designed to reduce documentation requirements, improve transparency, and accelerate project registration across the state.
One of the key changes is the introduction of a filter-based online application system that guides promoters through every stage of the registration process. The portal now provides a comprehensive checklist of mandatory documents before an application is submitted. In addition, built-in validation features identify missing or incorrect information, helping applicants reduce errors and avoid unnecessary rejections.
Bihar RERA has also streamlined the documentation required for land-related approvals. Promoters are now required to submit only the Jamabandi, current revenue receipt, and non-encumbrance certificate as proof of land ownership and status. Earlier mandatory documents such as mutation certificates and land possession certificates have been removed from the registration process, reducing paperwork and administrative burden.
The authority has further relaxed financial disclosure requirements for newly established companies. Developers that have been in operation for less than three years are no longer required to submit audited financial statements. Instead, they can provide the income tax returns of their directors for the previous three financial years, making compliance more practical for new market entrants.
Additional reforms include the removal of the requirement to submit draft project brochures during registration. Information relating to immovable properties owned by companies and their directors has also been simplified, allowing disclosures through a single affidavit instead of multiple declarations.
To improve consistency in application reviews, Bihar RERA has developed a catalogue of standardized queries that officials will use while scrutinizing applications. The authority has also eliminated the need for promoters to disclose details of legal cases from the previous five years, as this information will now be verified directly through its digital records.
According to Bihar RERA Chairperson Vivek Kumar Singh, the reforms have been developed after considering stakeholder feedback and reviewing common reasons for application rejections. The objective is to create a faster, more transparent, and user-friendly registration process without compromising regulatory compliance.
