NLMC Auctions 5.119-Acre HIL Land Parcel in Delhi

by Constro Facilitator

he National Land Monetisation Corporation (NLMC) has initiated the process to monetise a 5.119-acre land parcel owned by HIL (India) in Delhi, with a reserve price of ₹829.69 crore. The proposed sale is part of the Central Government’s efforts to unlock the value of surplus and underutilised land assets held by Central Public Sector Enterprises (CPSEs) and facilitate their productive use.

The proposed transaction marks the third e-auction publicly advertised by NLMC in the last two months. The initiative reflects the government’s continued focus on monetising underutilised public sector land through transparent and competitive bidding processes.

As part of the auction process, NLMC organised a pre-bid meeting in New Delhi on Tuesday to familiarise prospective bidders with the property’s location, development potential, land-use provisions, eligibility requirements and terms and conditions of the proposed sale. Representatives from NLMC, HIL (India) and CBRE India, which is acting as the transaction advisor, participated in the meeting and addressed queries from interested participants.

Land Parcel Located in Najafgarh Industrial Area

The 5.119-acre property is situated in the Najafgarh Industrial Area along Rohtak Road, Shivaji Marg, in Delhi. The site has approximately 140 metres of road frontage and is connected to the Delhi Metro’s Green Line, providing access to public transport and major road networks.

The location and connectivity are among the key factors that could influence the property’s future development potential. According to NLMC, the land parcel offers the possibility of achieving a Floor Space Index (FSI) of up to 400 under the applicable Transit-Oriented Development (TOD) provisions, subject to statutory conditions and the necessary approvals.

The property is currently designated for industrial use. However, conversion to other permissible uses can be considered in accordance with applicable land-use regulations and approval requirements. This provides prospective bidders with an opportunity to assess the site’s potential for future development based on the permitted planning framework.

The proposed monetisation is expected to attract eligible developers and investors interested in acquiring large land parcels in the national capital, particularly those evaluating locations with metro connectivity and potential for higher development intensity.

E-Auction Process and Bidding Conditions

The sale will be conducted through an online e-auction, with the highest eligible bid determining the final sale price. Bidding will take place in multiples of ₹1 crore per acre.

NLMC has also permitted participation through consortiums, with a maximum of three members in each consortium. This provision allows eligible participants to jointly participate in the bidding process, subject to the conditions specified in the auction documents.

Interested bidders will be required to submit an Earnest Money Deposit (EMD) through a bank guarantee or NEFT/RTGS, as prescribed in the Request for Proposal (RFP). The eligibility criteria, technical and financial bid requirements, and other terms governing the transaction have been outlined in the auction documents.

During the pre-bid meeting, officials addressed questions relating to the property’s location, development potential, auction documentation, eligibility requirements and submission of technical and financial bids. The meeting was intended to provide prospective participants with the necessary information before they proceed with their bids.

NLMC’s Focus on Monetisation of Public Assets

Commenting on the initiative, NLMC Chief Executive Officer Rohan Chand Thakur said the Government of India has accorded significant priority to monetising surplus and underutilised land assets held by CPSEs. He noted that the third e-auction advertised by NLMC within two months reflects the corporation’s efforts to translate this priority into tangible outcomes.

Thakur said the objective is to unlock the economic value of public assets through transparent, structured and competitive processes while facilitating their productive utilisation. He also highlighted the strategic location and development potential of the HIL land parcel, adding that the pre-bid meeting would help ensure clarity and informed participation in the auction.

HIL (India) Chairman and Managing Director Kuldeep Singh described the land parcel being offered for outright sale as a significant asset of the company. He said the monetisation initiative aims to facilitate productive utilisation of the property while providing prospective developers and eligible bidders an opportunity to participate in its future development. He also encouraged interested participants to review the auction documents and take part in the competitive bidding process.

NLMC is a wholly owned government company under the administrative control of the Department of Public Enterprises, Ministry of Finance. It is responsible for facilitating the monetisation of surplus land and building assets of Central Public Sector Enterprises and other government agencies.
