Assam starts unique ID system for every land parcels

The department of land resources on Saturday launched a system under which every land parcel in Assam will have a 14-digit alphanumeric geospatial unique identification number.

The Unique Land Parcel Identification Number (ULPIN), which has been termed as “adhaar for land”, was conceptualised under the Digital India Land Records Modernization Programme (DILRMP) for modern land governance.

In Assam, ULPIN was generated for 434 villages of Srijangram, Boitamari and Bongaigaon circles of Bongaigaon district as a pilot project with property natural identifier unit provided for 1,68,753 land parcels on Saturday.

Union minister of rural development and panchayati raj Giriraj Singh, while addressing the virtual event, called upon ministers and senior officials to learn and adopt the best practices in the field of land management and land acquisition. On the importance of ULPIN, he said most of the land disputes will be resolved at the earliest once the system was implemented in the true spirit.

Meanwhile, state revenue and disaster management minister Jogen Mohan said that the state government has initiated a consolidated effort under Mission Basundhara in a bid to integrate the land record system.

He added that the ULPIN will be generated for real-time accurate land parcel measurement after end-to-end integration of digitalised land records and maps, which will be done after the survey of non-cadastral villages and re-survey of all cadastral villages.

The DILRMP has three major components — computerisation of land record, survey/re-survey and computerisation of registration.

“As the geospatial identifier complies with international standards, it will pave the way towards implementation of conclusive titling,” Mohan said.
