The Municipal Corporation of Gurugram (MCG) has introduced new guidelines for the collection, transportation, processing and utilisation of construction and demolition (C&D) waste. The guidelines apply to demolition projects, large construction projects, government works, and road, sewer and water-supply projects.
Waste Declaration Required For Demolition Projects
Projects involving demolition on plots measuring 200 sq m or more will have to declare the estimated quantity of C&D waste expected to be generated while applying for building-plan approval.
Before construction or reconstruction begins, demolition waste must be deposited at MCG’s authorised processing facility at Basai or another designated collection point or facility. Applicants will also have to obtain a deposition receipt through the MCG C&D portal.
For projects with a built-up area of 20,000 sq m or more, developers will have to prepare an integrated waste management plan and submit it to MCG through its portal for approval. C&D waste generated by these projects will have to be deposited at an MCG recycling facility using the producer’s own vehicles. The deposits will be recorded through the MCG C&D portal.
Waste Documentation Linked To Occupation Certificates
The new guidelines link C&D waste disposal compliance with building approvals. An occupation certificate or completion certificate will not be granted until proof of demolition-waste deposition has been submitted and verified through the MCG portal.
The requirements also cover government departments and government-executed works, including projects undertaken by MCG. Government departments will have to specify the estimated quantity of C&D waste in project tenders, while contractors will need to provide documentary proof that the waste has been safely deposited.
For government projects, C&D waste must be deposited at the authorised processing or recycling facility at Basai, or another facility notified by MCG, irrespective of the project’s size or monetary value.
Time Limits For Clearing Construction Waste
The guidelines prescribe specific timelines for removing surplus excavated material and C&D waste generated during infrastructure works.
Material from right-of-way repair or restoration works will have to be removed within 48 hours of completion. For road repair, resurfacing and restoration works, the maximum period is 72 hours. Waste generated during sewer-line and water-supply works will also have to be cleared within 72 hours.
C&D waste generated during construction, renovation, reconstruction and demolition of buildings by government agencies will have to be stored at designated locations. Waste deposited at public places will have to be removed within 24 hours.
MCG To Monitor Compliance
MCG will establish a C&D monitoring cell to oversee implementation of the new guidelines. The cell will monitor compliance by contractors and government departments through the corporation’s monitoring mechanism and portal and submit reports recommending action in cases of violations.
The guidelines also require processed C&D material to be reused in government construction, reconstruction and road projects.
The two orders are in accordance with the Environment (Construction and Demolition Waste) Management Rules, 2025, Haryana’s C&D Waste Management Policy, 2019, and directions issued by the Commission for Air Quality Management. The new framework places greater emphasis on documenting waste generation, disposal and reuse across construction and infrastructure projects in Gurugram.
