The Chairman of the Telangana Real Estate Regulatory Authority, N Satyanarayana, has tendered his resignation, citing health issues stemming from extended bench hearings and administrative duties. Satyanarayana indicated that the lengthy hearings, which could extend up to five hours each day, resulted in significant back pain and other health complications, necessitating ongoing physiotherapy and medical care in recent weeks.
“While resigning is a painful decision, it is ultimately in the best interest of my health,” Satyanarayana remarked , characterizing the role of Chairman of the Telangana Real Estate Regulatory Authority (TG-RERA) as one of the most demanding yet rewarding positions throughout his four-decade career in public service.
Throughout his three-year term, the retired IAS officer noted that TG-RERA has enhanced transparency, accountability, digital governance, grievance resolution, and homebuyer protection through various institutional and regulatory reforms, drawing from best practices implemented by RERA authorities in several states.
The Authority achieved project registrations within a timeframe of 10 to 21 days, significantly shorter than the one-month statutory requirement, and successfully registered 10,817 projects along with 5,106 real estate agents, positioning Telangana fifth nationally among states and Union territories, he stated. The Authority has put forth proposals aimed at bolstering institutional administration, which led to the assignment of 56 officers and the expansion of comprehensive operations of the Telangana Real Estate Regulatory Authority to enhance governance and regulatory enforcement, he mentioned.
Satyanarayana also noted that attention was directed towards complaints that had been pending from 2017 to 2022, with the Authority conducting hearings and issuing rulings in those cases, in addition to addressing regular complaints received from 2023 onward. Out of a total of 2,764 complaints, hearings have been finalized and orders have been issued in 1,764 cases thus far, he added.
The Authority also released guidelines regarding the transfer of promoter rights, project extensions, definitions of ongoing projects, and facilitated the revival of the stalled Jaya Platinum and Jaya Diamond projects through coordinated participation of stakeholders in accordance with the provisions of the RERA Act, he stated. Strategic partnerships were formed with the Administrative Staff College of India, NALSAR University of Law, Engineering Staff College of India, International Arbitration and Mediation Centre, and other institutions to enhance mediation, legal research, technical evaluation, and awareness programs, he mentioned.
Satyanarayana further noted that the Advertising Standards Council of India collaborated with TG-RERA to monitor misleading real estate advertisements digitally, among other initiatives. During his time in office, TG-RERA established a Public Grievance and Guidance Cell to assist with complaint filing, project verification, documentation support, compliance guidance, and stakeholder awareness throughout Telangana’s real estate sector.
The Telangana government has accepted Satyanarayana’s resignation on health grounds, as communicated through an official memo issued by the Metropolitan Area and Urban Development Department on Tuesday.
