Maharashtra to Launch Private Property Registration Hubs

Maharashtra’s Registration Department is set to launch the first five privately managed model Sub-Registrar Offices (SROs) in August 2026. The initiative, which includes a centre in Pune, marks the beginning of a broader plan to establish 60 such facilities across the state through a Public-Private Partnership (PPP) model.

The first phase will see the opening of two model SROs in Mumbai, one in Pune, one in Navi Mumbai, and one in Nagpur. According to officials, the selected private operator has committed to making the centres operational between August 1 and August 30. The project was initially expected to commence in July but has now been rescheduled for August following final discussions between the government and the private agency.

The model registration centres are being developed on the lines of Passport Seva Kendras, with a focus on providing a more efficient, comfortable, and technology-driven experience for citizens. While users choosing these facilities will be required to pay an additional processing fee of up to ₹5,217 per document, the government believes the improved service standards will justify the added cost.

Importantly, officials have clarified that all statutory and registration-related powers will continue to remain with government authorities. The role of the private operator will be limited to infrastructure management, facility maintenance, and providing support staff. Registration procedures, document verification, and legal approvals will continue to be handled by government-appointed sub-registrars and departmental officials.

The upcoming centres are expected to offer a range of modern amenities, including fully air-conditioned premises, Wi-Fi-enabled waiting areas, digital document-processing systems, organized customer service counters, and trained personnel to assist visitors. Additional facilities such as drinking water, refreshments, and improved seating arrangements are also planned to enhance visitor comfort.

The initiative comes at a time when existing registration offices across Maharashtra have faced criticism for overcrowding, inadequate infrastructure, poor sanitation, and long waiting times. Citizens have frequently highlighted the need for better facilities and a more streamlined registration process.

Many stakeholders, however, have urged the government not to overlook existing government-run offices while introducing premium facilities. Maharashtra currently operates 517 traditional registration offices, which continue to handle the majority of property registrations across the state.

Following the first phase, the Registration Department plans to establish another 25 model centres in high-registration districts such as Pune, Mumbai Suburban, Thane, Nashik, Nagpur, and Chhatrapati Sambhajinagar. The remaining 30 centres will be rolled out across other districts in subsequent phases.
