Andhra Pradesh-Registration of house sites for BPL families begins

The state government has started registration of house sites granted to BPL families under Navarathnalu scheme through ward/village secretariats. The registration document will help beneficiaries get full title rights after a decade.

Chief minister YS Jagan Mohan Reddy will formally hand over the registered deeds to the beneficiaries at a public meeting after completion of the entire process. The registration department is planning to complete the process by second week of February to enable the chief minister to distribute the deeds in third week.

After running the process on a pilot basis for about three days, the state government has launched the registration process in all the ward/village secretariats on full-fledged basis. The state government had already designated ward administrative secretaries and village panchayat secretaries as joint sub-registrars to complete the process.

The government has told individual house site owners to approach the nearest panchayat secretary or administrative secretary to get the registration deeds. With entire details of beneficiaries already available with the village secretariats, the staff are readying the draft document before beneficiaries reach the office.

They are capturing the biometrics of the beneficiaries and completing the registration process without much delay. The state government wants to complete the entire registration of house sites process within 15 days. Each secretariat has been given a target to complete the task as early as possible.

 Registration of deed will help the beneficiaries pay the house tax, water cess and electricity bill in their name. The state government is also mentioning the value of the site being registered to the individual. However, the state government exempted the beneficiaries from payment of stamp duty and registration charges.

“The beneficiaries are getting a benefit of nearly 20,000 to 30,000 in the form of registration and stamp duty waiver depending on the value of the plot in the particular area. The value of the plot is determined based on the local book value of registration department,” said a senior official. This document would give full title deed to the beneficiaries.The registration of house sites has increased the burden on the registration department multi-fold leading to disruption of general registrations across the state for the past few days.
