Uttar Pradesh govt to launch PMAY 2.0 for housing subsidies

Individuals and families looking to get subsidy for their first house could get some news on Wednesday. Set to launch the second edition of the Pradhan Mandhri Awas Yojana (PMAY 2.0) the state and the centre would hold deliberations on the roadmap for delivery of houses to both urban poor and underprivileged families staying in the rural areas.

The MoHUA (ministry of housing and urban affairs) and power minister Manohar Lal Khattar would be in the city to meet officials of the housing and urban development department and the power department to review the progress of various central schemes being implemented in the state. In the first phase, UP had become the second state in the country to provide close to 36 lakh and 17.80 lakh houses to rural and urban poor families respectively.Meanwhile, the housing department has begun work to notify changes in its policy in order to align its framework with the one stipulated by the Central govt under PMAY 2.0 scheme. Principal secretary of the housing department P Guruprasad said that a team of officials has been deputed to examine the matter and recommend the revisions that are required.

A senior officer from the department said that MoHUA has suggested providing 50% additional floor area ratio (FAR) with transfer of development rights (TDR) facility free of cost for housing projects meant for economically backward section and low income group families. Creating a single window platform to ensure time bound approval for layouts and building plans within a period of 60 days is another recommendation to be implemented in the state.

Similarly, exemption from paying up land conversion and land use change charges would have to be offered in case considering such requests by the agencies undertaking PMAY projects is possible under the rules.

The MoHUA has shared 10 points for deliberations with the state before launching the scheme in the state which are going to be taken up in the meeting scheduled to take place on Wednesday.

Principal secretary of the urban development department Amrit Abhijat said, “Post discussions and deliberations a memorandum of understanding (MoU) agreement would be signed between the two sides to take things forward.

The target for the second edition of the scheme would be set once the procedure gets completed post which applications for disbursing subsidy and providing funds for building houses would be provided.
