A procurement framework for EPC contractors, project owners and site teams planning offices, welfare buildings, sanitation, accommodation and support facilities.
Modular site facilities are often treated as a late procurement package: the construction team estimates a number of offices, welfare rooms or accommodation units, asks several suppliers for prices, and expects the layout to be resolved afterward. That sequence is convenient for issuing an early enquiry, but it usually produces quotations built on different assumptions. One supplier prices a basic shell, another includes internal services and furniture, while a third assumes that foundations, external utilities and lifting are by others.
A more useful procurement brief starts before the module count. It defines how the site will operate, how the workforce will change, what functions must be available at each project stage, and where the boundary sits between the modular supplier and the local works package. Once those inputs are clear, the building system becomes a design response rather than the starting point.
Start with the project phase, not the building catalogue
A site compound that works during enabling works may be inadequate three months later. Early mobilisation might require a compact project office, meeting room, induction space, basic sanitation and first-aid provision. As subcontractors arrive and work fronts multiply, the same project may need larger welfare areas, changing rooms, more sanitary capacity, satellite offices and, where the brief requires it, temporary accommodation. Near close-out, part of that infrastructure may be removed, relocated or retained for another use.
For procurement teams, this means the first useful question is not “how many modules do we need?” but “what must be operating at each stage of the programme?” A phased facility schedule gives the supplier a better basis for proposing a layout and gives the contractor a clearer basis for sequencing civil works, utilities and access.
Turn the workforce curve into a facility schedule
Headcount alone is not enough. Two projects with the same peak workforce can need very different facilities if one operates a single day shift and the other has multiple crews, night work, rotating subcontractors or a larger management and engineering presence. The brief should separate office users, field workers, supervisors, visitors and shift peaks, then translate those groups into spaces and functions.
Typical construction compounds may combine project headquarters, document control, engineering rooms, induction and HSE areas, lunchrooms, lockers, drying or changing rooms, toilets, showers, first aid, security, storage and temporary accommodation. The important step is to define each function with its expected occupancy and use pattern. A room schedule with 20 named functions is more useful than a request for 20 identical units.
Equipment assumptions matter as well. A welfare building that includes hot-water equipment, kitchen appliances or laundry functions has a different utility profile from a simple office. A project office with server racks, printers and continuous HVAC has different electrical and cooling requirements from a meeting room used intermittently. These details do not need to be fully engineered at enquiry stage, but they should be visible rather than hidden inside a generic “site office” description.
Treat site layout as a moving construction constraint
Temporary buildings still occupy real project space. They compete with haul routes, material laydown, crane access, parking, pedestrian circulation, emergency access and future permanent works. A site compound that fits on the mobilisation drawing can become an obstruction once earthworks, structural erection or logistics intensify.
Construction teams should therefore issue more than a plot boundary. Useful inputs include proposed access points, crane or forklift routes, laydown areas, known underground services, drainage constraints, pedestrian routes and any land that must remain available for later phases. Where the project expects expansion, the next phase of buildings should have a defined zone before the first phase is frozen.
This is also where site-utilisation planning becomes valuable. Temporary facilities, assembly areas and deliveries change over time; treating them as part of the construction sequence helps the team identify spatial conflicts before they are created in the field. The objective is not to make the temporary compound permanent in the planning model, but to acknowledge that it moves with the project.
Freeze the utility assumptions early
Power, water, drainage and communications are frequent sources of scope ambiguity. A supplier may be able to provide internal wiring, fixtures and connection points inside the modular building, but that does not automatically include the external generator, transformer, feeder, water storage, sewage treatment, buried services or final site connections.
The procurement brief should state what utilities are expected to be available, where they will terminate, and which package owns the external infrastructure. If utilities will be limited during early mobilisation, the first-phase facilities may need a different arrangement from the peak-construction compound. If the camp or office complex will expand, the project should also consider whether the initial distribution and service routes can accept later additions without major rework.
Define the interface matrix before pricing
The word “turnkey” is often used too early in temporary-facility procurement. It can hide major differences in responsibility. Survey, geotechnical input, earthworks, foundations, drainage, permits, fire strategy, unloading, lifting, assembly, external utilities and local testing may sit with different parties depending on the country and contract model.
A better approach is to issue a simple responsibility matrix with the enquiry. It can separate factory supply, locally executed work and interfaces that require joint coordination. For example, the modular supplier may be responsible for the building schedule, module drawings, agreed finishes, internal fixtures, packing information and installation documentation, while the buyer or local contractor is responsible for site preparation, external utilities, statutory approvals and final local testing.

The value of that distinction is not the wording itself; it is that every party can price and programme against the same boundary before fabrication starts.
Plan the compound in batches, not as one delivery
Large site compounds rarely need every building on the same day. The management office and induction facilities may be required before the main workforce arrives. Welfare and sanitation capacity may grow in steps. Accommodation, satellite offices or additional support spaces may only be justified when the programme reaches a defined workforce threshold.
A phased delivery plan can therefore be more practical than treating the compound as a single shipment. The project team can identify which buildings are needed for mobilisation, which belong to ramp-up, and which are tied to peak construction. That sequencing can then be coordinated with foundation readiness, shipment batches, unloading space and installation resources.
For export projects, batch planning also improves identification and site handling. Unit codes, packing lists and erection sequence should make it obvious which components belong to which phase and building. This becomes increasingly important when several building types arrive while local civil works are still progressing.
Make supplier quotations comparable
Comparing only the headline module price is rarely meaningful. Quotations can differ in structural basis, insulation, internal finishes, sanitary fixtures, electrical scope, furniture, loose equipment, packing method, installation support and exclusions. The lowest apparent price may simply represent the narrowest scope.
The EPC or construction team can reduce this problem by issuing the same room schedule, design inputs, interface list and pricing return format to every bidder. Each supplier should identify what is factory installed, what is shipped loose, what is locally sourced and what is excluded. Where quantities are still preliminary, bidders can still use the same assumptions so that later revisions remain traceable.
The same principle applies to schedule. “Delivery in six weeks” has little meaning unless the starting milestone is defined. Design release, approval, production, inspection, packing, shipping, customs, site readiness, lifting and final connection are separate activities. A useful proposal shows which milestones are under the supplier’s control and which depend on the project team.
What a usable procurement brief should contain
A workable first brief does not need to solve every design issue, but it should give the supplier enough information to avoid guessing. At minimum, the project team should provide the destination country and project type, current project stage, phased workforce or occupancy assumptions, required facility functions, target need dates, available site area, access and logistics constraints, known climate inputs, utility availability, and the expected division of responsibilities.
If a preliminary compound layout already exists, it should be issued as a reference rather than treated as a finished design unless the project has formally frozen it. The same applies to room counts and building dimensions. Suppliers should be allowed to propose alternatives where transport, structural grids, expansion strategy or service integration make a different arrangement more practical.
The procurement question is broader than the module
Modular buildings can be an effective way to create project offices, welfare facilities and temporary accommodation, but the quality of the result depends heavily on the information that precedes the purchase order. A clear facility schedule, phased workforce model, site logistics plan, utility basis and responsibility matrix give both the construction team and the supplier something concrete to coordinate.
