Maharashtra to issue free rural property cards; sanad fees waived

The state government has declared that villagers throughout the state will be provided with property cards at no cost under the Centre’s Swamitva scheme. Additionally, the fees for ownership regularization will be eliminated to alleviate the financial burden on rural inhabitants and expedite the settlement of property records.

During a review meeting at the Konkan Divisional Commissioner’s office on Wednesday, Revenue Minister Chandrashekhar Bawankule made this announcement, stating that the state government aims to streamline the process of granting legal ownership rights to rural households.

The guardian minister for the Nagpur district indicated that this decision will take effect following the necessary amendments to Gram Panchayat Form No. 8. He instructed the Rural Development Department to draft a formal proposal for approval. Rural Development Minister Jaykumar Gore has pledged full support to expedite the project’s implementation. Bawankule noted that this initiative would assist in resolving long-standing rural property disputes and enhance legal clarity regarding ownership.

According to officials from the revenue department, extensive digital land mapping and property measurement activities have been conducted across the state utilizing modern surveying technology, as directed by Chief Minister Devendra Fadnavis. Bawankule reported that approximately 39 lakh rural properties were surveyed under the Swamitva scheme, and the online processing of nearly 18 lakh property cards has been finalized.

The state has also completed updated mapping in nearly 23,000 gram panchayats. Villages where the survey process has been finalized will now receive final maps and inquiry records at no cost through the gram panchayats. Officials indicated that the scheme primarily aims to create precise ownership records by scientifically measuring rural residential properties.

Bawankule additionally declared that properties situated up to 200 metres beyond the boundaries of village settlements would also undergo surveying and regularisation for residential use. He stated that this initiative would allow residents to secure official ownership documents for their homes without incurring extra financial costs.

The revenue department will also furnish updated information necessary for amending gram panchayat records, which includes ownership names, final property survey numbers, and measurements of land area.

“The administration must guarantee that no obstacles arise in the execution of the Swamitva scheme,” remarked the Kamptee MLA. The Swamitva scheme, which was launched on a national level to modernise rural land records and mitigate disputes, has become one of the principal governance initiatives focused on reinforcing property rights and enhancing rural planning.
