by Constro Facilitator

The Mumbai Metropolitan Region Development Authority (MMRDA) has signed an agreement with Singapore-based Surbana Jurong Infrastructure Pvt Ltd to prepare a vision document, master plan and planning framework for Mumbai 3.0, covering around 323.44 sq km and 124 villages across Panvel, Uran and Pen talukas of Raigad district.

The agreement was signed by MMRDA Commissioner Sanjay Mukherjee and Surbana Jurong South Asia CEO Avinash Mishra in the presence of Maharashtra Chief Minister Devendra Fadnavis. The partnership follows a Memorandum of Understanding signed between MMRDA and Surbana Jurong in January 2026 during the World Economic Forum in Davos.

Mumbai 3.0 Vision

The Mumbai Metropolitan Region is expected to play a major role in Maharashtra’s future economic and urban growth. Chief Minister Devendra Fadnavis said the region has been recognised by NITI Aayog for its potential to become a $1.5 trillion economy. He said the Mumbai 3.0 initiative is intended to support the planned development of the region and provide a new direction for its expansion.

Under the agreement, Surbana Jurong will undertake an assessment of existing conditions in the Mumbai 3.0 area and prepare an inception plan, draft concept land-use plan, stakeholder consultation framework and final concept plan.

The vision document will define the economic identity and development direction of Mumbai 3.0. It will also identify key investment sectors, projects that can support growth and principles for future urban development. The objective is to establish Mumbai 3.0 as a globally competitive, sustainable and economically robust urban centre.

Three-Part Concept Plan

The proposed draft concept plan will have three major components: a Concept Structure Plan, Concept Mobility Plan and Concept Infrastructure Plan.

The Concept Structure Plan will determine land-use patterns, identify major development centres and establish the direction of future urban expansion. The Concept Mobility Plan will address regional and intra-city transportation, public transport integration and opportunities for transit-oriented development.

The Concept Infrastructure Plan will cover essential infrastructure including water supply, sewerage, stormwater drainage, solid waste management, electricity, gas and social infrastructure. It will also consider water bodies and green spaces as part of the planning framework.

30-Week First Phase

The first phase of the consultancy is scheduled to be completed within 30 weeks from the commencement of work. This period does not include the time required for review and approval by MMRDA.

MMRDA officials said Surbana Jurong’s experience in planned cities, townships and industrial areas will support the preparation of the Mumbai 3.0 plan. The planning exercise is expected to consider integrated urban development, smart infrastructure, mixed-use residential and commercial areas, public spaces, renewable energy, digital infrastructure and public transport-oriented development.

The agreement marks a step towards creating a long-term planning framework for the expansion areas of the Mumbai Metropolitan Region. By combining land-use, mobility and infrastructure planning, the Mumbai 3.0 exercise is intended to establish a coordinated approach to urban growth across the 323.44 sq km area.
