National Highway Authority of India (NHAI) on Friday introduced a performance assessment rating system for concessionaires to enhance accountability and assess the quality of construction and maintenance of National Highways, according to the official press release.
The press release states that the evaluation process will be based on theĀ Pavement Condition IndexĀ (PCI) and that the rating assessment will also take into account theĀ NHAI One App’s defect repair compliance, which allows for the digital monitoring and notification of over 95 defects.
As per the release, 80% weightage would be given to PCI and 20% weightage would be given to compliance on NHAI One App, release added.How will PIC work?
PCI, a scientific metric ranging from 0 to 100, reflecting pavement conditions from āExcellentā to āFailedā, as per IRC 82:2023 guidelines. PCI will be calculated based on six functional parameters that include roughness, potholes, cracking, Ravelling, Rut Depth and Patchwork.
The data for PCI value will be calculated using the latest technology such as Laser Crack Measurement Systems through Network Survey Vehicles (NSV) and will be surveyed and processed through centrally deployed agencies by NHAI under supervision of a dedicated team.
Concessionaire Rating Value details and Level
Concessionaires will be divided under different categories. Contractors scoring less than 70 out of 100 rating will be declared ānon-performersā, thus becoming ineligible to secure new National Highway projects till improvement in its rating.
There will be two levels to the concessionaires’ evaluation: the concessionaire level and the individual project level. Every six months, with each NSV survey cycle, the project-level rating value and the aggregate concessionaire rating value would be examined. The NHAI One App’s defect rectification compliance data will also be utilized to determine the rating value.
