The Maharashtra Registration and Stamps Department has initiated a significant project aimed at digitizing over a century’s worth of land and registration records. State registration officials informed that this initiative seeks to digitize 30 crore pages of historical documents dating back to 1865, a step poised to enhance property transparency and facilitate transactions throughout the state.
This ambitious project encompasses an extensive archive: 11 crore pages from physical registers (1865–1985) and approximately 19 crore pages currently preserved on microfilms and CDs (1927–2001). These records are stored at various sub-registrar offices and the Government Photographic Registration Office located in Pune. “The government has engaged an agency to carry out the work,” stated deputy IGR (IT) Abhay Mohite.
“The process will transform legacy records into a searchable digital format that is integrated with our e-search system. It entails scientific restoration, high-resolution scanning, and the implementation of an AI-enabled document management system (DMS) for secure cloud storage.” The project will be carried out in phases. While modern scanned formats will be integrated swiftly, older physical registers and deteriorated microfilms will necessitate careful restoration and specialized technical handling.
Upon completion, the system will enable citizens to perform title verifications and access property documents online, thereby eliminating the necessity for physical visits to government offices. In addition to convenience, the digital transition serves as a protective measure. “Digitization mitigates the risk of loss or damage and guarantees long-term preservation against disasters such as fires or floods,” Mohite remarked.
This initiative represents a crucial advancement towards paperless governance in Maharashtra. Authorities are optimistic that the project will significantly reduce the time and costs related to document searches, offering a more precise and transparent service for property owners and prospective buyers alike.
