The Chandigarh administration has reviewed the online Tenancy Portal being developed for implementing the Chandigarh Tenancy Rules, 2026, before its launch for residents. The initiative is aimed at digitising tenancy-related services, improving transparency, and simplifying rental housing procedures for both landlords and tenants.
A review meeting chaired by Deputy Commissioner Nishant Kumar Yadav was attended by the Additional Deputy Commissioner, tehsildars, and officials from the National Informatics Centre (NIC). During the meeting, NIC officials demonstrated the portal’s workflow, highlighting features such as online registration of tenancy agreements, generation of a Unique Identification Number (UIN), filing of rent revision applications, and an integrated grievance redressal mechanism.
The services will be offered through the Government of India’s ServicePlus portal, enabling residents to complete tenancy-related formalities online without visiting government offices. After reviewing the platform, the Deputy Commissioner directed NIC to further improve its user interface, make it more accessible, and introduce support for the local vernacular language. He also instructed officials to conduct extensive testing before the portal is made available to the public to ensure a smooth user experience.
The Chandigarh Tenancy Rules, 2026, framed under Section 44 of the Assam Tenancy Act, 2021, as extended to the Union Territory of Chandigarh, have been published for public consultation. Stakeholders have been invited to submit objections and suggestions within 30 days of the notification.
Under the proposed framework, tenancy agreements can be registered online, and a Unique Identification Number will be issued within seven days. The portal also provides secure handling of tenancy records, OTP-based verification of users, online rent revision facilities, time-bound dispute resolution, and easier access to tenancy-related services.
Officials believe the digital platform will help formalise Chandigarh’s rental housing sector by promoting transparency and accountability. It is also expected to reduce disputes between landlords and tenants through structured online processes and quicker grievance resolution. By shifting tenancy management to a digital platform, the administration aims to reduce the burden on civil courts while making rental transactions more efficient, secure, and convenient for residents. The initiative represents another step towards the digital transformation of public services and is expected to improve governance in the city’s rental housing market.
