NMRDA allots 49 quota flats under PMAY to general category

There were 49 flats meant for poor people from various reservation categories but those were allotted to applicants of general category while 10 tenements were placed in categories other than they were meant for.

More serious errors and violations have come to fore from the auction of flats conducted by the Nagpur Metropolitan Region Development Authority (NMRDA) under the Central government’s Pradhan Mantri Awas Yojana (PMAY).

There were 49 flats meant for poor people from various reservation categories but those were allotted to applicants of general category while 10 tenements were placed in categories other than they were meant for.

NMRDA had considered applicants from general category for various reservation quotas like physically handicapped (PH), Schedule Tribe (ST), Schedule Caste (SC) and state government officials (SG) for allotment of subsidized flats under PMAY. Still, the NMRDA did not cancel the auction process.

Also, NMRDA, whose chairman is chief minister, engaged a private bank for preparing software and conducting the process allegedly without following the mandatory tender process.

The NMRDA had conducted lottery for the third time under PMAY on July 29.

As per documents available, NMRDA had 1,408 flats at four schemes constructed under PMAY at khasra no. 62, 63 of mouza Tarodi, plots no. 1 and 2 of mouza Wanjri.

After completion of second auction, 58 reserved flats — 33 of khasra no. 63, 18 of khasra no. 62 of mouza Tarodi, 3 of plot no. 1, 4 of plot no. 2 and one of general category of khasra no. 63 of mouza Tarodi — were remaining.

As per norms, these flats should have been allotted in the same category in the third round. Each flat has been given separate code as per reservation category. But NMRDA kept 50 flats in the general category during the lottery.

One flat meant for PH has gone to SC category applicant. Similarly, seven tenements for ST went to SC and general category flat to SG.

Earlier, BJP city president and MLC Pravin Datke had cited errors and violations to demand scrapping the third lottery and conducting a new one. BJP MLA from East Nagpur Krishna Khopde told that if such mistakes have happened in reserved flats under PMAY than it’s a serious issue. “Any process having such serious errors and violations needs to be abolished,” he said.

NMRDA declared 1,231 winners despite availability of 1,408 flats and 6,767 applications in the third lottery. Thus, 177 lost the benefit of PMAY. Waiting list of 5,541 applicants was published when 5,536 were supposed to be in the list.

In another error, PMAY scheme of those in waiting list is not mentioned before their name.

NMRDA commissioner Manoj Kumar Suryawanshi did not respond to TOI’s calls and messages for three days. Earlier, he had started there was no need to set aside the process and mistakes can be rectified.
