DMC to install digital ID system at over 24,000 properties

Dibrugarh Municipal Corporation (DMC) launched an ambitious initiative to install Permanent Property Unique Identification Number (UIN) plates across the town. The project, initiated on January 1, aims to streamline tax collection and property identification and will cover over 24,000 properties across 22 wards of Dibrugarh.

“This digital transformation will revolutionise how we manage property records and tax collection in Dibrugarh. The QR code-enabled number plates will provide instant access to property information and tax details, making the process more transparent and efficient for both citizens and administrators,” mayor Saikat Patra said at the launch ceremony.The innovative system involves installing a 9-digit UIN plates at every residential and commercial property in town. Each unique identifier will include crucial information, including house ID, ward ID, road ID, property ID and property sub ID. The QR codes embedded in these plates will allow property owners to access their tax information, including property tax, water and sewerage tax.

Municipal officials will also benefit from the new system. They can easily verify tax payment status by scanning the QR codes during inspection. The corporation expects the comprehensive installation project to be completed within six months, covering 24,278 homes and business establishments.

The implementation of the UIN system marks another milestone in Dibrugarh’s urban development journey, following its recent upgrade from a Municipal Board to a Municipal Corporation. The transition to Municipal Corporation status made Dibrugarh the second urban body in Assam after Guwahati to achieve this significant upgrade.

This development builds upon a rich historical legacy, as the original Dibrugarh Municipal Board, established on July 16, 1873, stands as one of Assam’s oldest municipal bodies. The institution’s journey began under the chairmanship of FC Henrike, an Englishman who served as its first chairman.”Since our elevation to Municipal Corporation status on March 6, 2024, we have been working to modernise all our processes. The UIN project represents our commitment to embracing technology for better urban governance. By digitising property identification and tax collection, we are not only improving efficiency but also making it easier for citizens to fulfill their civic responsibilities,” Patra said.
