Dr. Sumita Misra, the financial commissioner and disaster management head of Haryana, has announced that paperless deed registration will be compulsory in all 22 districts of the state starting November 1, 2025.

This initiative signifies a complete shift from the traditional, intricate registration process to a fully digital, transparent, and user-friendly platform. Following the implementation date, the current system will be permanently abolished, positioning Haryana as one of the first states in India to achieve 100% paperless property registration. The revenue department has adopted a phased rollout approach to facilitate a seamless implementation throughout Haryana.

Phase-I was inaugurated by Chief Minister Nayab Singh Saini on September 29, 2025, at the Babain sub-tehsil of Kurukshetra, while Phase-II of the paperless registration will begin on October 28, 2025, in an additional 10 districts: Ambala, Yamunanagar, Karnal, Rewari, Mahendragarh, Faridabad, Fatehabad, Palwal, Jind, and Jhajjar. These districts will act as early adopters, setting the stage for the remaining districts—Bhiwani, Charkhi Dadri, Gurugram, Hisar, Kaithal, Nuh, Panchkula, Panipat, Rohtak, Sirsa, and Sonipat—to implement this new system by November 1, 2025, as part of Phase-III, she noted. Dr. Misra emphasized that the new online deed registration portal consolidates all elements of property registration into a single, user-friendly interface.

Citizens can now register and verify their identity using secure OTP authentication, fill out sale deed forms with guided support, upload necessary documents digitally, schedule appointments with sub-registrars at their convenience, and monitor application status in real-time through automated SMS notifications. he system is designed to accommodate all types of properties, including residential, agricultural, government, panchayat, and defense-owned lands, as well as apartment sales and co-ownership transfers.Distinct workflows have been designed for rural areas, urban areas within municipal limits, and urban areas outside municipal limits, ensuring jurisdictional accuracy and administrative efficiency.

The portal utilizes a comprehensive three-tier verification system that includes registration clerk-1 (RC-1), registration clerk-2 (RC-2), and sub-registrars. Each phase features digital signature authentication, verification of photographs for parties and witnesses, automated notifications regarding status to applicants, and secure integration for online payments. This multi-tiered strategy guarantees that every transaction undergoes thorough scrutiny while ensuring efficiency and transparency.

Citizens are required to visit the registration office only once—for the final biometric verification and execution of the deed—after all documentation has been verified online. Once approved by the sub-registrar, the system automatically produces three copies of the registered deed: one for the citizen, one for official records, and one sent electronically to the patwari for prompt mutation and updates to land records.
