DTCP -Notices to 19 more architects for violating OC rules

The planning wing of department of town and country planning (DTCP) has issued notices to 19 architects for violating norms while issuing occupation certificates (OCs) under self certification scheme.

During the site inspection, DTP (planning) Rajesh Kaushik found violations like incomplete finishing, filled cutouts, violation of projections, additional construction like bathrooms on stilts .

Kaushik after inspecting 10 per cent of the OC files, issued by architects under the self-certification rules, sent notices to 19 architects for violations. “If no response is given within seven days, action can be taken to cancel the OC and blacklist the architect,” said Kaushik, adding that architects have been asked why they should not be blacklisted for issuing OCs for half-built sites.

On November 16, 2022, the DTCP had given powers to architects to issue OCs to residential buildings under the Self Certification Rules. The architects, after issuing OC under this rule, had to submit the file to DTP (planning), DTP (enforcement) and STP office.

On September 7, 18 architects were issued notices and asked to explain on what basis the OCs were issued for the half-finished buildings. These architects were asked to furnish replies within seven days, failing which they may be blacklisted and action will be taken against them under Haryana Urban Development Act, 1975.

Recently, in the meeting held by senior town planner Renuka Singh, after examining the OC files, it was decided to send the list of correct OCs to the tehsildars so that the registration of wrong buildings can be stopped.

After implementing the new orders from August 1, DTP (planning) is now scrutinising OC files submitted every 10 days.
