DDA to remove parking charges from flat prices in ongoing housing schemes

The Delhi Development Authority (DDA) has made the decision to eliminate parking charges, including those for covered parking, from the overall price of flats available through its current housing schemes, providing relief to homebuyers. This initiative is anticipated to lower flat prices by an amount ranging from Rs 5 lakh to Rs 12 lakh.

The immediate impact will be observed in the MIG and HIG flats across four schemes: DDA Karmayogi Awas Yojana 2025 (FCFS), DDA Towering Heights Karkardooma Housing Scheme 2025 (E-Auction), DDA Nagrik Awas Yojana 2026 (FCFS), and DDA Towering Heights Karkardooma Housing Scheme 2026 (FCFS). As per the authority’s directive, the expenses associated with constructing parking facilities will now be included in the total costs incurred for developing housing areas when determining the plinth area rate (PAR) of the flats.

The order stated, “No separate or additional charges for car or scooter garages, or for covered or uncovered parking will be included in the total cost.” Officials have clarified that buyers who have already acquired flats under these schemes and have paid for parking will either receive a refund or have the amount credited towards future payments. An official mentioned, “Buyers are allotted a specified period to pay the flat cost in instalments.

The instalment amount will be adjusted accordingly.” For example, HIG flats under the Karmayogi Awas Yojana that include an 11-square-metre parking space will experience a price reduction of approximately Rs 10 lakh, while MIG flats under the same scheme are projected to decrease in price by Rs 4 lakh to Rs 5 lakh. The price reduction will be more significant for flats in the Towering Heights Karkardooma Housing Scheme, where the parking spaces are larger.

The plinth area of a flat is determined based on the total covered built-up area at the floor level. This includes the carpet area, shared facilities such as community halls and courtyards, pump houses, and the thickness of both internal and external walls, among other elements.

Under the transit-oriented development (TOD) initiative, the DDA has made available 1,026 two-bedroom apartments in the Towering Heights Karkardooma Housing Scheme, with prices ranging from Rs 1.78 crore to Rs 3.09 crore, based on the plinth area.

The e-auction experienced a lackluster response, which market analysts attribute primarily to the elevated reserve prices. Now that the flats are being sold on a first-come, first-served basis with effectively lowered prices, the authority anticipates an increase in buyer interest and a more robust sales momentum.

Consequently, the revised methodology implemented in December 2025 for determining disposal prices will no longer be applicable. The previous formula involved adding the costs for constructing car or scooter garages (plinth area of garage × 60% of PAR, adjusted for depreciation) and parking spaces (plinth area of parking × PAR of parking, adjusted for depreciation) to the overall flat cost.

The new circular will not influence the DDA’s policy regarding the disposal pricing of standalone garages or parking spaces that remain unallocated after the completion of a scheme. Additionally, it does not modify the authority’s guidelines for the disposal of EWS flats built by private developers.
