The City and Industrial Development Corporation of Maharashtra (CIDCO), which is the town planning and infrastructure development authority of the Maharashtra government, has issued an invitation for bids to establish a large-scale International Corporate Park in Kharghar, Navi Mumbai. This initiative represents a significant effort to develop a new business district in Navi Mumbai, modeled after the country’s leading commercial hub, the Bandra Kurla Complex (BKC).

The envisioned corporate park will span nearly 120 acres and is intended to serve as a contemporary commercial district aimed at attracting major corporations, financial institutions, commercial entities, and mixed-use developments.

The project will be executed in accordance with the state government’s Theme-Based and Iconic City Development policy. CIDCO intends to select a private developer through a competitive bidding process to manage the construction and development of the project. The chosen bidder will be determined based on the highest gross revenue share percentage offered to CIDCO in present value terms, utilizing the H1 selection method. “CIDCO is making a substantial move to enhance Navi Mumbai’s status as a global business hub through the establishment of this corporate park in Kharghar.

By employing a transparent bidding process focused on the highest gross revenue share, we seek to collaborate with a competent developer to establish a world-class corporate ecosystem, which will attract investments, create jobs, and further stimulate Navi Mumbai’s economic development,” stated Vijay Singhal, VC & MD of CIDCO, in an interview .

The project is expected to have a construction and development timeline of 20 years, facilitating the phased development of office spaces, commercial complexes, and necessary infrastructure. CIDCO’s initiative aligns with the Maharashtra government’s ongoing efforts to decentralize commercial activities from Mumbai’s established business districts and to foster the creation of new economic centers throughout the Mumbai Metropolitan Region (MMR).

By establishing a dedicated corporate park in Navi Mumbai, planners intend to position the satellite city as a significant hub for business, finance, and corporate headquarters, according to experts. The proposed development aims to emulate the integrated planning model observed in BKC, which has become one of India’s leading financial and commercial districts. Industry specialists believe that a well-planned corporate center in Kharghar could greatly enhance the region’s commercial real estate offerings and draw institutional investment.

The development will be executed through a Construction and Development Operator (CDO) agreement, allowing large developers to engage in comprehensive planning and infrastructure development within the site.

Real estate experts indicate that the timing of the project coincides with the swift infrastructure transformation currently taking place in Navi Mumbai. Enhanced connectivity via highways, suburban rail systems, and the forthcoming Navi Mumbai International Airport is anticipated to boost the region’s appeal for corporate tenants.

The new airport is projected to serve as a crucial driver for commercial expansion throughout Navi Mumbai, especially in emerging areas such as Kharghar, Ulwe, and Panvel. If implemented successfully, this corporate park could evolve into a prominent business and financial center in Navi Mumbai, fostering job creation, attracting multinational corporations, and reinforcing the region’s commercial ecosystem.

Additionally, the project is expected to generate demand for office spaces, hospitality properties, and residential developments in nearby areas, further propelling Navi Mumbai’s rise as an alternative business hub to Mumbai.
