A no-objection certificate for workers’ safety is made mandatory for any building permission signed by the local authority was proposed by the labour commissioner.
The municipal corporation, municipal council, Zilla Parishad, collectorate, or metropolitan regional development authority are the local authorities that approve the plans of the buildings.
Labour Commissioner, Rajeev Jhadhav, has proposed a clause ensuring the safety and security of the construction workers to the undertaking by developers before their projects get approved. After the inspection of the construction site, the local authorities have to issue the NOC and then only the plan gets approved. He has further confirmed that the proposal will soon be forwarded to the state urban development department.
With the proposal of NOC, the responsibility now lies on the local bodies that issue building permissions for various sites. The decision was taken after two wall collapse incidents in Kondhwa and Ambegaon that left more than 15 workers dead.
Developers, while welcoming the proposal to include the undertaking, said a time frame should be followed — the building permission should be granted first, commencing work at a site. “They have to give the undertaking once the work commences after due checks,” one developer, on the condition of anonymity, said.
Credai-Pune, for its part, has already directed its members to gather details of workers’ camps on their sites and told them to ensure precautions, including moving the workers to safety if the camp is deemed dangerous.
