10 realtors flout GRAP norms, DTCP warns of strict action

The enforcement wing of town and country planning department (DTCP) has decided to impose penalty on developers for violating GRAP norms. The department has also announced helpline numbers for residents to lodge complaints against the offenders.

“A helpline number has been issued by the enforcement office to file complaints. If any construction work is being carried out anywhere in licensed colonies or any violation of rules is found on site, then residents can lodge a complaint on 9667143648, following which the department will inspect the site and take appropriate action. Till now, 10 challans worth Rs 2.5 lakh have been issued in different licenced colonies,” he added.

DTCP has also issued letters to developers in licensed colonies, asking them to adhere to GRAP norms and even warned them of taking action in case any violations are detected by the field staff during inspection.

Within a week, district town planner (enforcement) Manish Yadav also penalised 10 developers for not stopping construction and demolition activities with immediate effect, not covering construction materials and building with green clothes and not sprinkling water on the sites.

Yadav said penalties will be collected before issuing occupation certificates. “A copy of the challan issued for violation of rules at the site is being sent to DTP planning and it is being requested to ensure recovery of the fine before issuing the occupation certificate to the building,” he said.

Meanwhile, in a letter to builders to follow guidelines, deputy commissioner of DTP planning Rajesh Kaushik, said, as per orders by the deputy commissioner and air quality management, all the builders have been instructed to completely stop all types of construction and demolition activities with immediate effect and follow GRAP norms.

DTP Planning also deputed three teams to monitor all construction sites in licenced colonies. “Field staff of the office including junior engineer, planning assistant have been ordered to continuously inspect the sites in their respective areas and submit reports to DTP Planning. The assistant town planners of the office will also maintain surveillance along with field staff. Clear orders have been issued regarding action in the order.

If any violation of rules is found at any site or construction work is going on, then challan will be issued against the builder as per NGT orders and legal action will be taken as per rules” said Kaushik.Till now, challans worth around Rs 2.5 lakh have been issued for violations in under construction buildings in DLF Phase 1, 2, 3, Sushant Lok 2, 3.

For violating National Green Tribunal rules, property owners have been fined Rs 25,000 to Rs 50,000. Along with this, a show cause notices has also been issued and replies also been sought as to why action should not be taken against them as per rules for violating environmental rules.
