In a major push toward increasing the availability of affordable housing in the Mumbai Metropolitan Region (MMR), the Maharashtra Housing and Area Development Authority (MHADA) has announced the launch of the MHADA Konkan Lottery 2025. Through this scheme, MHADA’s Konkan Board is offering 5,285 flats and 77 residential plots in various locations, with applications opening on July 14, 2025, at 1 pm.
The flats are situated in key suburban areas including Vasai, Thane, Kulgaon, and Badlapur regions witnessing rapid population growth due to urban expansion and demand for lower-cost housing. The 77 plots are being offered in the Sindhudurg district of the Konkan region, where MHADA aims to support planned development and encourage affordable individual home ownership.
The MHADA Konkan housing lottery is structured around several government-backed schemes targeting different income groups. According to the official release, 565 flats are being offered under the 20% Inclusive Housing Scheme, while the 15% Integrated Urban Housing Scheme accounts for 3,002 units—making it the largest component of the draw. An additional 1,677 flats are being made available under the Konkan Board Housing Scheme, including scattered flats that are already constructed and ready for possession. A smaller category includes 51 flats under the Affordable Housing Scheme, which mandates at least 50% affordability in pricing. The 77 residential plots in Sindhudurg will be allotted under the Konkan Board’s general housing scheme for those interested in building homes on individual parcels of land.
MHADA has outlined a detailed timeline for the lottery process. Interested applicants can begin submitting applications from July 14, and the deadline for submission is August 13, 2025, until 11:59 pm. The earnest money deposit (EMD), a prerequisite for confirming participation, must be paid by August 14. Following that, MHADA will publish a draft list of eligible applicants by August 21. Applicants will be allowed to raise objections until August 25, after which a final list will be released on September 1. The final lottery draw is scheduled to be held on September 3, 2025. A formal inauguration of the entire process is planned for July 14 to coincide with the opening of the online portal.
MHADA has clarified that the lottery process is completely digital and transparent, with no manual intervention in the selection mechanism. The authority has warned the public against approaching property dealers, agents, or any unauthorized intermediaries, stating clearly that it has not appointed any third parties to represent the scheme. All information related to pricing, flat locations, application forms, and eligibility criteria will be made available on the official MHADA website. This digital-first approach is part of the agency’s ongoing efforts to streamline operations and eliminate irregularities.
Officials have also indicated that the Konkan housing lottery is just the first phase of MHADA’s expanded 2025 calendar. Around Diwali (September–October), MHADA is expected to announce a second lottery, which will likely include over 5,000 homes in Mumbai and adjoining areas. The final details regarding location, pricing, and scheme eligibility for that round are yet to be confirmed. The agency’s broader vision, as outlined in the Maharashtra Housing Policy 2025, includes building a cumulative stock of 50,000 affordable homes over the next five years and holding two major lotteries each year.
