The state govt is set to deliberate on a revised proposal for issuing vertical property cards to flat owners, revenue officials said on Tuesday.
The initiative focuses on documenting the vertical expansion in urban and rural areas. The proposed card will serve as a comprehensive document containing crucial details such as ownership rights, carpet area measurement, and information about bank loan secured against the property.
“The card would function as an independent record of rights and as a register for individual residential apartments,” a revenue official said.
The concept, which has been under discussion since 2023, saw its revised proposal submitted before the Lok Sabha election this year. Officials indicate that the govt is now poised to go ahead under present chief minister Devendra Fadnavis, which would mark a significant shift in property documentation methods across the state. “This will be a game changer and it will ensure transparency and reduce fraudulent activity,” the official said.For the vertical property card, the revenue department has submitted to the govt the revisions suggested to the Record of Rights and Registers for Apartments and Buildings Rules under the Maharashtra Land Revenue Code, 1966.
“Once the new rules are implemented, the current property card or 7/12 extract would become the principal document of ownership. The vertical property card would be the supplementary document,” another revenue official said.
The implementation would streamline property records and potentially simplify future property-related transactions, officials pointed out.
The move is a push towards cleaner property titles that will make buying and selling of apartments less risky. A phase-wise implementation is expected — starting with the Maharashtra Real Estate Regulatory Authority (MahaRERA)-registered projects, officials explained.
The state issues property cards for land in urban areas and 7/11 extracts in rural areas. These cards define the ownership rights of an individual or multiple people. But there is no document in place to prove the ownership of a person owning a flat in a residential building on a plot.
Citizen activist S Joshi said the govt has been talking about this initiative for more than two years. “This would bring transparency and in one click the details of the flat owners will be available. This will be a good initiative if the govt truly intends to start such a seamless property ownership system.”
