FIR against seller, buyer for illegal land sale in Dehradun

An FIR has been lodged against both a seller and a buyer by the Dehradun district administration for allegedly engaging in the unlawful sale and purchase of land that is prohibited by court order within the district, according to officials.

The administration acknowledged the alleged fraud and initiated a case against the seller, Sikandar Singh, who resides in Rajpur, and the buyer, Kharati Lal Kukkad, from Zirakpur, Punjab, at the Kotwali police station. This action followed the revelation that a 0.76-hectare plot in Aamwala Tarla was sold in October 2025 using forged documents to a buyer from Punjab.

Officials reported that a complaint submitted to the administration indicated that the land was subject to a ban imposed by the RM Lodha Committee of the high court; however, it was registered while concealing critical information. The land is purportedly categorized as restricted in connection with PACL (Pearls Agro Tech Corporation Limited). In her police complaint, Deputy Registrar Riya Verma stated that the seller and buyer did not disclose in the sale deeds whether the property was owned by PACL, falsely declaring it as “clean” at the time of registration.

This misrepresentation resulted in the deed being registered under the Registration Act of 1908 and the Registration Manual. Following the complaint, officials re-evaluated the documents and discovered that the khasra numbers cited in the deed were associated with PACL, constituting a breach of the relevant provisions of the Registration Act.

Consequently, the mutation request was rejected in December. Earlier this month, the buyer approached the administration, asserting that the transaction was legitimate. Officials noted that the deal was executed despite the land being under dispute and in contravention of court orders. Additionally, the plot was allegedly connected to assets of Golden Forest, which are already subject to various restrictions.

The administration has instructed the cancellation of mutation orders. Given the gravity of the situation, officials indicated that the role of the Dehradun sub-registrar’s office is also under scrutiny, cautioning that stringent action will be taken against individuals involved in violations of court orders and fraudulent land transactions.
