The Dakshin Haryana Bijli Vitran Nigam (DHBVN) has blacklisted a city-based developer for allegedly failing to pay development charges and set up power infrastructure in one of its residential projects in Gurgaon. The discom said it won’t issue any new power connections to the realtor’s projects in areas under its jurisdiction.
DHBVN, an order issued recently, highlighted that as per the decision of the government, the development charges are required to be deposited by builders in one go. But Vipul Ltd has not made the payment till date, it stated. Vipul World, a colony developed by Vipul, has dues of Rs 18.6 crore.
The order further mentioned that all temporary connections of Vipul Ltd will be disconnected immediately and no new connections will be issued to any new Vipul project where the occupation certificate has not yet been issued by the department of town and country planning (DTCP).
Besides, no new electricity connections will be given to existing projects or other projects located elsewhere if any inadequacies are found in power infrastructure, it said.
“No new connections will be issued to Vipul and its projects till the developer clears its dues,” DHBVN managing director PC Meena told TOI, adding that they are also exploring other ways to recover dues from the developers for development of electrical infrastructure.
TOI reached out to the developer but got no response.
Last year, DHBVN had stopped issuing new connections to 16 private colonies over the failure of the developers of these colonies to clear dues of over Rs 317 crore for creating power infrastructure to ensure hassle-free supply to these colonies. Vipul World was one of the 16 colonies where new electricity connections were stopped. Apart from clearing the dues, Vipul also had to give land to DHBVN for construction of a substation in Vipul World.
Following requests from residents, chief minister Manohar Lal Khattar during a grievance committee meeting had announced that fresh connections would be issued in these colonies and directed discom to formulate a policy for the same.
