BMC invites developers for slum rehabilitation projects on 26 land parcels

On Thursday, the BMC issued an invitation for Expressions of Interest (EOI) from qualified developers to undertake slum rehabilitation projects on 26 parcels of land owned by the civic body, in accordance with Regulation 33(10) of the Development Control and Promotion Regulations 2034.

This initiative by the BMC follows a period of nearly four months since it previously called for EOIs for 64 Slum Rehabilitation Authority (SRA) schemes, which encompassed approximately 49,000 structures across nearly 8.4 lakh square meters, but received an insufficient response.

A senior official from the civic body stated, “BMC serves as the planning authority for 64 SRA schemes, of which 17 have been put on hold, while EOIs were solicited for 47 schemes in May. The civic authority received a total of 124 bids for 29 schemes, including single bids for eight schemes. Out of these, 93 responsive bids from 25 companies were shortlisted for 21 SRA schemes. New bids are now being requested for the remaining 26 schemes.” Civic officials noted that developers will be permitted to construct saleable units in addition to the rehabilitation portion and sell them in the open market to recoup costs and generate profit.

Developers will be accountable for the entire process, which includes conducting slum surveys, preparing redevelopment plans, obtaining necessary permissions, constructing both rehabilitation and sale components, and managing post-occupancy maintenance. Only those developers with prior experience in slum or housing rehabilitation who meet the specified technical and financial criteria will be eligible for consideration.

The EOI documents will be accessible on the BMC’s website starting September 15, with the deadline for submission set for September 30. Technical evaluations are expected to be completed by October 15, followed by the opening of financial bids the following day.
