Over 900 builders under JRERA lens for not filing quarterly reports

The Jharkhand Real Estate Regulatory Authority (JRERA) is set to issue notices to 904 builders throughout the state for their failure to provide the required quarterly reports on construction and financial progress. Developers engaged in residential projects with more than eight flats are obligated to register their projects with JRERA and to submit comprehensive quarterly updates detailing the construction phase, financial condition, and overall advancement of the project.

According to officials, these disclosures are intended to promote transparency and accountability within the real estate sector. Data from JRERA indicates that as of December 2025, a total of 1,711 projects have been registered with the authority across Jharkhand. However, over 50% of these registered projects did not submit their quarterly progress reports for the October–December 2025 quarter. In light of this widespread non-compliance, the authority has commenced the process of issuing notices to the developers who have defaulted. JRERA chairman Birendra Bhushan stated, “We are currently in the process of sending notices to the builders who have defaulted.

Additionally, we are forming a team to verify the reports that have been submitted, and should any discrepancies be identified in these reports, notices will be dispatched accordingly.” He further mentioned that the authority is enhancing its monitoring mechanisms to ensure that developers strictly comply with the established norms. JRERA reported that 193 real estate developers have collectively incurred a penalty of Rs 1.75 crore for not submitting the mandatory quarterly progress reports over the last two years.

The authority has also enforced financial penalties on non-compliant developers. In the past two years, 193 builders have collectively paid Rs 1.75 crore in fines to JRERA. Furthermore, it has rejected the registration of 304 projects due to the lack of proper documentation to date. In addition, only 118 builders have provided completion certificates to the authority, while 207 have submitted occupancy certificates.
