The Gurgaon administration will prepare a database of land available with various government departments and panchayats so that the plots can be used for developing infrastructure projects.
On Saturday, deputy commissioner Nishant Yadav directed officials to prepare the list of available plots in 15 days and ensure they were free from any litigation or legal disputes. The officials were also asked to prepare the details of surplus land — plots that were earmarked for a project that was cancelled later.
It was in September last year that the Haryana government had notified a land bank policy with the twin objectives of preventing the owners from resorting to distress sale of plots and to make land available to different departments of the state government for setting up essential public utilities.
According to the policy, the revenue department will consolidate such chunks of surplus land as had been acquired by the government under the Land Acquisition Act, 1894 (Central Act 1 of 1894) but are lying idle. It will also help the departments that face difficulty in making land available for development projects.
The deputy commissioner said that at times, the land owners — mainly those who live outside the state or the country — rely on middle men because of a slump in the market or other reasons.
“Under the policy, people can sell land at a competitive price and the department will get the land for setting up public utilities.” said Yadav. Landowners or farmers should apply on the online portal of the director of land records and submit details of the land and quote a price.
Officials said projects that could come up on such plots included water works, power sub-stations, colleges and other specialised institutions of higher learning, universities, medical colleges, hospitals and polytechnics etc.
