The Lucknow Municipal Corporation is preparing to implement a new Property Tax Management System (PTMS) aimed at overseeing the assessment, collection, and outstanding dues of property taxes for every residential, commercial, and business establishment within the city.
This initiative is part of a larger reform of the property tax framework being executed by the urban development department of the state. The current property tax software utilized by LMC will be replaced by PTMS, which will keep a detailed digital record of all residential and non-residential properties located within municipal boundaries.
Additionally, the system will be integrated with the Smart City Command and Control Centre, allowing municipal officials and the state government real-time access to property tax information. As part of this initiative, each property in Lucknow will receive a unique 16-digit identification number.
A number plate displaying this ID will be affixed outside homes and businesses, containing a chip with property-specific information. Officials will have the capability to access detailed information by inputting the ID. The installation of these plates has already commenced in various areas of the city.
A significant aspect of the new system is the GIS-based mapping of all properties. Residential and commercial properties subject to property tax will be uploaded onto Google Maps, allowing taxpayers to view their property locations and access comprehensive tax-related information online.
A similar project was proposed approximately four years ago during the GIS-based property tax survey but was not completed. With the introduction of PTMS, the state government intends to finalize this initiative, improve transparency, and bolster compliance. Officials from LMC indicated that PTMS was developed in alignment with the Public Financial Management System (PFMS) and will provide property-specific information regarding tax demands, collections, and arrears.
A state-level portal has already been established, and a recent meeting led by senior officials assessed its implementation in Lucknow. The rollout is anticipated to commence shortly.
