The Kalyan-Dombivli Municipal Corporation (KDMC) has taken a significant measure to avert irregularities by launching a pioneering one-window online system for building permissions in Maharashtra. The newly established digital platform, named KD SWIFT, was officially inaugurated by municipal commissioner Abhinav Goel.
This system is designed to eliminate the need for physical visits to municipal offices, enabling citizens, developers, and architects to secure all necessary permissions from eight departmentsāincluding fire, water supply, drainage, property tax, and the tree authorityāthrough a single online interface.
Commissioner Goel stated that the initiative is intended to streamline procedures, expedite approvals, and reduce malpractice. He also mentioned that KDMC has established a 28-day deadline for all departments to process applications, making the corporation the first in the state to adopt such an integrated and accountable digital system.
Until now, individuals seeking building permissions had to navigate multiple departments independently, which often led to delays and inconsistent processing. KD SWIFT simplifies this process by automatically directing applications to the appropriate departments based on the submitted documents.
Additionally, applicants can monitor their files in real time, ensuring complete transparency at every stage. To combat fraudāsuch as the submission of forged documentsāKDMC has implemented QR-coded certificates. These codes will facilitate instant verification of every approval granted by the corporation, safeguarding both homebuyers and the civic body from misinformation.
The new system was created with the assistance of the state Building Plan Management System (BPMS) team, along with contributions from architects, the MCHI, assistant director of town planning Santosh Doifode, and town planner Surendra Tengale.
The town planning department has successfully integrated KD SWIFT with BPMS, allowing users to submit applications, upload documents, make payments, and download permissionsāall in a digital format. Through the implementation of this efficient, transparent, and citizen-focused process, KDMC aims to rebuild trust, avert future illegal constructions, and establish a standard for urban governance throughout Maharashtra.
