Chandigarh MC asks UT depts to purchase recycled RCA from C&D plant

Since this segment is also the part of the city’s C&D waste policy, all the departments will have to ensure purchase and consistent use in construction works.

To ensure the success of the Construction and Demolition (C&D) waste plant, all the major departments of the Chandigarh administration will have to purchase Recycle Concrete Aggregate (RCA) and prepared material from the plant instead of purchasing it from outside. Since this segment is also the part of the city’s C&D waste policy, all the departments will have to ensure purchase and consistent use in construction works.

Chandigarh municipal corporation (MC) has written to all key departments, including Chandigarh Housing Board (CHB), Chandigarh Industrial and Tourism Corporation (CITCO) and UT engineering department, urging them to purchase. Since all these departments deal in major construction works of projects, the MC hopes for proper disposal of C&D waste plant disposal.

The MC has also brought rates of RCA and material of the plant at par with the market. “Keeping the financial component in mind and to make the purchase of RAC and prepared material of the C&D waste plant feasible, Chandigarh Municipal Corporation has brought rates of RCA and material of the plant at par with the market, so that these government agencies and private people prefer to take material from the plant,” sources said.

After processing the raw material, the plant recycles aggregates such as stones, gravel and a mix of debris to make concrete and related material. The recycled concrete is used to make tiles, curb channels and paver blocks, which the civic body authority uses in different construction works. Silt, which is one of the by-products, is used in filling jobs on the construction sites. The C&D waste plant of the Chandigarh MC was even selected as a model unit in the country.

After an intensive exercise of almost one year, Chandigarh administration, in February, notified the Construction and Demolition (C&D) waste policy. The detailed, six-page policy aims at ensuring implementation of Construction and Demolition Waste Management Rules, 2016 issued by the ministry of environment, forest and climate change on March 29, 2016 to provide reuse of recycled/processed waste to save mining and environment.
