YEIDA to recover Rs 1,000 crore dues from industrial plot allottees

The Yamuna Expressway Authority has decided to recover over Rs 1,000 crore from those who were allotted institutional plots at a lower rate in Sector 17 more than 13 years ago.

Officials said these allottees have been issued recovery notices and asked to pay the difference amount along with interest in the next 15 days. Altogether, the Authority will recover Rs 1,028 crore from the allottees. In case of default, the Authority will initiate action as per the terms of the lease deed.

YEIDA launched the scheme of mini special development zone (SDZ) in Sector 17 in July 2009. Under the scheme, 13 plots ranging from 25 to 250 acres were to be allotted under the category of institutional, IT and ITES among others. But, most of the plots were allotted in the institutional category.

While the plot allotment rate was Rs 2,670 per sqm, the committee allotted plots at the rate of 1,629 sqm only, causing a loss of Rs 1,041 per sqm to the authority, according to officials.

In addition, the plot rate was to be fixed in relation to its use category. Also, the amount was to be recovered in relation to the proportion in the commercial, group housing and institutional categories, but in violation of this, the institutional rate was applied for all the plots.

In 2018, the then YEIDA chairman Prabhat Kumar got the matter investigated, which revealed the anomalies in the land allotment. Subsequently, the Authority issued notices to the allottees and directed them to pay the difference amount.

The allottees subsequently gave a representation to the Authority against its recovery order. Later, the matter was sent to the justice department for its legal opinion, following instructions from the YEIDA board.

CEO Arun Vir Singh said, “The justice department has now upheld the Authority’s decision to demand the additional amount. As a result, the Authority has again issued notices to the allottees.”
