In much-needed relief to plot owners, the state government will soon be coming out with a layout and building regularisation scheme in gram panchayats.
The state has received a large number of representations from the people to offer land and building regularisation schemes in gram panchayats too. Consequently, the government is studying the number of existing illegal layouts and the revenue that can be generated through the regularisation scheme.
The panchayat raj department has formed teams to study illegal layouts district-wise and see whether facilities such as internal roads, drainage, streetlights and other amenities have been provided in the layouts.
Though land and building regularisation schemes have been offered by previous governments earlier too, it was mostly restricted to layouts and buildings in urban areas including Greater Hyderabad and towns in the State.
It may be mentioned that a large number of people have purchased plots and also constructed houses in layouts assuming they were approved layouts. However, they later found out that they were unauthorised layouts.
Plots in layouts and in and around gram panchayats are in demand because the rate is far less compared to plots in layouts approved by GHMC, HMDA, urban development authorities and urban local bodies. Officials have also been told to work out modalities on the extent of penalties that can be levied for regularisation of plots.
Panchayats have powers to sanction only ground-plus two floors building permission but five floor buildings in large numbers have come up in panchayats.
