UP-RERA invites buyers to complete Antriksh Sanskriti projects 

In June this year, the UP-Rera cancelled the registration of three real estate projects in Ghaziabad — Antriksh Sanskriti phases 2 and 3, and Raksha Vigyaan Sanskriti Phase 2, all located in the Pratap Vihar area — after the developers, even after repeated extensions, failed to complete construction.

 Utilising provisions available under the Uttar Pradesh Real Estate Regulatory Authority (UP-Rera) Act, the regulatory authority has invited proposals, through a public notice, from homebuyers in two Antriksh Sanskriti projects to complete the remaining construction work.

In June this year, the UP-Rera cancelled the registration of three real estate projects in Ghaziabad — Antriksh Sanskriti phases 2 and 3, and Raksha Vigyaan Sanskriti Phase 2, all located in the Pratap Vihar area — after the developers, even after repeated extensions, failed to complete construction.

“The association of allottees of the project can submit a detailed plan to complete the remaining construction works of the project within the next 27 days to the secretary, UP-Rera’s regional office located in Greater Noida,” a UP-Rera official told TOI. “However, the proposal would require the consent of the maximum number of homebuyers so that there is no obstruction to the construction works starting again.”

Jeetendra Kumar Dalai, a representative of Antriksh Sanskriti Homebuyers’ Association, said, “We are in the process of drumming up support for the proposal put forth by the UP-Rera and once we reach a decision, we will inform the regulatory authority within the stipulated time.”

There are at least two projects in the state where the regulator in exercise of its powers under Section 8 of the UP-Rera Act have handed over the pending construction work to the homebuyers’ associations. “Sampada Livia project in GB Nagar and Rohtas Plumeria project in Lucknow are the two projects where pending works have been taken over by the allottees,” said the official.

The construction and development works of Antriksh Sanskriti phases 2 and 3 began in 2015. The projects were slated for completion in July 2022, after extensions. However, the projects still remain incomplete.

According to the Rera’s June order, the promoters of Antriksh Sanskriti projects, Antriksh Realtek Pvt Ltd, and the developer of the other project, Raksha Vigyaan Karmchaari Sahkaari Aawas Samiti Ltd, “are specified in the list of ‘defaulters’ with photo and name”. “It has been decided by the Authority to freeze bank accounts of these projects,” as per the order.
